It is the interest that motivates all kinds of social activities of the mankind. Also it is the interest that promotes the social political system and process directly. In order to satisfy their demands of life and to realize their all-rounds needs of interest, as an actual people, the representative of society relation in each field, no matter which stage the nation belongs to, has to contact with the public power organization. The expression of interest is the process that citizens reflect of their needs to the government and official department and hope to be protected and developed effectively.On the base of the belief that the government is of the people by the people and for the people, China as a socialism nation has arranged the outlet and made the law to express their requirement of interest which realized and protected certain interest. However, nothing is perfect for ever. In fact, with the all-rounds transformation of our society, with the complication of diversion of interest, with the development of the non-government organization, the disadvantages of the expression of interest is more and more seriously. Firstly, the outlet to express people's interest is monotonous and impeded. Secondly, the developments of the organizations by which people express their interest are unbalanced. Thirdly, the protection of the corpus those who express their interest is in the shortage. Fourthly, the system on the expression of interest is short of operability, what's the worse, there are lots of blank in the whole system. Lastly, the corruption in the fields of the administration and judicatory leads to needy or invalid expression.The General Secretary HuJintao emphasized on the harmonious society which he considered as the main-point of our society which is in its era of the strategic opportunity in the 20 years of the future. To a greater or lesser extent, a developed and harmonious society should be a interest-balanced society firstly.
