The Reform Of Institute In Town And The Optimization Of Its Function

The process of national policy system and reform of institute largely depends on whether the reform of institute in regional government can move ahead smoothly. Reform of institute in the government of town, as the foundation of the whole reform, faces the biggest difficulty. The economy society in rural area has reached a parent achievement from the era of reform and openness, while it still exits a series of disadvantages such as the weak infrastructure, lagged public service as well as unpleasant system. Thus, it is the real requirement to complete the responsibility of government in town and to push the reform of institute in town in order to solve the present prominent issue of economy and social development.Our passage includes six parts in terms of structure, and three parts in terms of the content:In the first part, we first introduced the progress of institute reform of town government in history which includes four stages (from the beginning of1980s to the end of1980s, from the end of1980s to the mid-after1990s, from the end of1990s to2004, from2004to present). To step with, we deeply analysis the necessity of institute reform in regard of the progress of agricultural tax system and the operating model of town government, meanwhile, combined the effect and anti-effect that the reform of tax system take on institute of town. Thus, we can provide the proof to evaluate the fruit of the reform of institute.In the second part, we firstly analysis the present statues, the reason and the fruit of the reform of institute in town government, then, enriched the theory foundation with the tools as constituting the government in style of public service, using the theory of basic contradiction in society and system transition of Knous as well as the theory of "government rebuilding". At the end of this part, we take the city of Taian as an example to analysis the specific statues of institute reform, personnel structure, existing problem, and the reason to reach the goal of solving new issue with the method of combining theory and the actual situation.
