Research On Participation Of Non-Governmental Organizations In The Safety And Supervision Of Special-Equipment

Special-Equipment plays an important role in China's industry and citizens 'daily lives.Supervision Department have maintained the Almighty Government mode in supervision.The Special-Equipment have increased more than 10%every year,by the end of 2014,the total number of Special-Equipment had reached 10.3646 million,and the number of safety supervisors had not increased accordingly.The man-machine conflict is prominent.The main purpose of this paper is to solve the problems of supervision power,inspection capability shortage and main responsibility misplacement of Special-Equipment under the background of the increasing number of Special-Equipment and the constant supervision personnel.According to the actual situation of safety supervision of Special-Equipment in China,this paper finds that the main problems in safety supervision of Special-Equipment in China are insufficient number of supervisory personnel,insufficient capacity,weak legal system,backwardness,misplacement of the main body of safety responsibility of Special-Equipment,insufficient personnel qualification identification and inspection capability.This paper analyzes the development trend of Special-Equipment safety supervision in our country and explores the necessity of Non-Governmental Organizations participating in Special-Equipment safety supervision.This paper studies the current status and effectiveness of the participation of Non-Governmental Organizations in the safety of Special-Equipment,and analyzes the constraints of Non-Governmental Organizations in the safety supervision of Special-Equipment mainly due to imperfect law,unclear location and insufficient capacity.This paper studies the experience of safety supervision of Special-Equipment in developed countries and puts forward the enlightenment of the experience of developed countries to the development of Special-Equipment in China.Through the research,the paper puts forward that the main goal of Non-Governmental Organizations involved in Special-Equipment supervision is to undertake some government supervision functions,carry out personnel qualification recognition work,promote industry liability insurance and strengthen industry self-discipline.The main countermeasures are as follows:improving the legal construction of Non-Governmental Organizations involved in Special-Equipment safety supervision,locating Non-Governmental Organizations involved in Special-Equipment safety supervision,enhancing the capacity of Non-Governmental Organizations involved in Special-Equipment safety supervision,and building a platform for Non-Governmental Organizations involved in Special-Equipment safety supervision.
