Research On Supervision Of Local Government Special Equipment

Since the Nineteenth Congress,the leadership of the CPC Central Committee has called for a comprehensive improvement of the national governance system and the modernization of governance capacity.However,in recent years,elevator accidents have been reported in the newspapers all over the country,torturing public safety,causing major changes in families,and arousing great concern for elevator safety and government supervision.Similar to this kind of supervision which involves endangering the safety of public life and property,it is called the safety supervision of special equipment in the field of government public management.Under the long-term "nanny" supervision system,the local government's special equipment safety supervision departments are prone to rely on the government.In addition,the government's punishment for accidents is not strong enough,and the profits obtained by enterprises illegally are enough to offset the cost of illegality,which is the incentive to cause special equipment safety accidents.The supervision system of special equipment is a complex and huge system,which involves the users of special equipment,property companies,owners' committees,special equipment testing units,special equipment safety supervision departments,government security committees and other aspects.Safety management of special equipment should construct double innovative supervision mode of government and market in public administration,enhance supervision and control of public service demand and optimize the supply mode of public service.Through the analysis of the problems existing in the actual supervision of special equipment in X District of Fushun City after the institutional reform,such as unclear responsibilities of special equipment supervision,non-standard supervision of some special equipment,government monopoly of inspection product certification,inconsistent maintenance and supervision of special equipment,this paper focuses on innovative special equipment by using the new public management theory and public product theory.In order to provide practical cases at the grass-roots level for the research and cracking of the supervision of special equipment in local governments inChina,we should standardize the development and implementation of the responsible subjects,improve the system of trade associations,give full play to the market mechanism,open the inspection and maintain the market,and ensure the safety of life and property of the public.
