national interests and public interests,it still requires the government to regulate it through legal and administrative means.By participating in the economic system,the government can make up for the defects of market failure.Price regulation is the core content of economic regulations in government regulation.As a modern country's use of public power to regulate market competition,it is one of the important means to regulate the life of the market economy.It plays a very important role in the current legal system of public regulation.However,there are still many deficiencies in the government's price regulation process.For example,when regulatory institutions make relevant price decisions,they are easily captured by regulated persons and cannot introduce the best regulatory programs that maximize social welfare;another example is the implementation of price regulation institutes.The lack of operability of laws and regulations and the lack of corresponding price supervision departments in regulatory frameworks have resulted in regulatory agencies not being able to strictly enforce their procedures in accordance with the law,and their regulatory actions have become less standardized.Regulatory issues such as these need to be paid more attention.This article takes the price regulation of commercial highways as the research object,takes the legal basis of the government's price regulation as the starting point,and uses economics cost-benefit analysis method and game equilibrium analysis method to analyze and discuss the predicament in the process of price regulation.On this basis,this paper analyzes and summarizes the legal system for the improvement of price regulation,the optimization of the regulatory plan and effectiveness of government regulatory agencies,the complete pricing mechanism and the price regulation assessment mechanism,and provides the government with effective regulation and maximum social welfare.The relevant reference suggestions were put forward.This article has four parts except the introduction and the conclusion:The first part discusses the legal basis and main modes of price regulation.First,starting from the definition of price regulation,it explains the significance of price regulation in the category of administrative law,and analyzes the legitimacy and rationality of its existence.Second,based on the current administrative legal norms,the main body,methods,procedures,etc.are summarized and summarized;finally,from the perspective of law and economics,the rationality of price regulation,such as market power,information symmetry,and the external effects of economic agent behavior,is analyzed.The second part introduces the institutional background and the necessity of regulating the price regulation of commercial highways.This section starts with the study of the connotation and the institutional background of the operational highways.It analyzes the current legislative and practical
