For the last30years, there are a huge amount migrant workers moving into cities. While the new generation joined in this army, Chinese rural workers are no longer a homogenous group, some personal characters have been explored within it. This younger generation will be the major force of the Chinese migrant-workers for a long time.They will make great contribution to the cities’social and economic development. They hope and eligible to be treated like a citizen, but citizenship and some basic public service still seemed far away from them. There are visible in invisible barriers around them. Household registration system, high property price, the lack of education opportunity of their children, low level social security standards all these are affect their survival and development in the city and put them into a dilemma. For this reason something must be done to make sure the new generation of migration workers benefit from the urbanization process. Firstly the government should respect their willingness to be treated as a citizen and take measures to eliminate the system barriers block them from the basic public service. These measures include accelerate the process of public service equalization change, the household registration system which separate the city and rural area. All these measures must be taken on the base of having a clear look at the barriers toward citizenship. Government need to change their mind and help the new generation migrant workers to adapt to the life in the city. Besides some long time mechanism such as rule and law must be established to protecting their right. Only by doing so, the new generation can enjoy equally distributed public service and realized their apple of citizenship.
