The Third Plenary Session of the 18 th CPC Central Committee proposed to strictly control institutional establishment and promote scientific,standardized,and legalized management of institutional establishment.However,due to various reasons,the secondment of personnel to a large number,from the central ministries and commissions to the township authorities,especially the party Group organs and other core departments with large powers and heavy workload have a higher frequency of secondment and secondment.In the author’s township,there are 56 people in the tranche and 11 people in the secondment.The ratio of secondment is as high as 19.64%.The secondment,as an informal way of talent exchange and official assistance,has certain rationality.In practice,it is inevitable that there will be insufficient staffing.Temporary inter-unit borrowing of talents from each other and resolving the tasks within a short period of time are very necessary.For example,temporary special projects requiring a lot of manpower and material resources.It is necessary to set up a special team to take charge of the implementation and implementation of this work.The secondment in this case is understandable.However,most of the current secondments in China do not have formal formalities.They are not collectively studied by leading groups,nor are they filed with the personnel and organizational departments.They are characterized by strong universality,arbitrariness,and non-adjustability.With the relatively casual and unmotivated cadres,a small number of people have successfully turned the secondment into an upward shortcut.Most people have to go back to their original units after the secondment expires,or they keep borrowing and do not adjust to become a kind of trick.Existence,therefore,is also referred to as the Institutional Drift.It is the arbitrariness of secondment that makes the negative effect of secondment often difficult to avoid,and it has become a hot topic that people generally discuss about secondment.According to relevant media reports,since the 18 th National Congress of the People’s Republic of China,in the party’s mass-line education and practice activities,relevant departments have also carried out retired activities for seconded officers.Hunan Province alone has cleared long-term employees of second-hand organs that have violated rules and regulations(more than one year).1100 Many people,other provinces,cities,and counties are also carrying out retired activities,issued clean-up and retiree institutions long-term secondment of staff files,but after the event,there is a rebound phenomenon.The author believes that for secondment,one cannot cut across the board.We must use dialectical thinking to analyze the role of secondment,standardize the behavior of secondment,reduce the negative impact,and explore the path of reasonable secondment rather than blindly prohibition.There are advantages and disadvantages in the secondment of government staff.On the one hand,it promotes the work of the center and completes the tasks for the phased tasks.At the same time,it has enriched the way of employing people,trained the cadres,improved the individual ability of the cadres,and is conducive to training all-round and comprehensive talents.It is of positive significance for promoting the exchange of cadres,discovering talents,cultivating talents,and even perfecting human resources management mechanisms.However,in the process of secondment,there are problems such as arbitrary secondment and willful secondment,which brings about problems for the secondment department,affecting the development of the secondment personnel,affecting the morale of the cadres,and even creating corruption.The secondment directly affects the liquidity of the talents,which in turn affects the level of the government’s performance of duties and services for the people.In order to maintain the stability and continuity of the work in a certain area and increase the learning opportunities for talents,it is necessary to regulate the secondment personnel to make them On the one hand,it is more efficient for a certain region to complete its work tasks,and it also enables seconded people to learn new knowledge and play a major role in secondment.Through the rational use of secondments to achieve the effective flow of talent,the advantages outweigh the disadvantages.The author believes that just as cadres transfer,transfer,and quit their jobs,a reasonable secondment as a form of cadre communication will help the growth of cadres.It is only now that the exchanges need to be standardized and orderly,and the secondment cannot be used as a grass-roots burden.However,this did not cause the relevant departments to attach great importance to,and did not explore how to reduce the negative impact and increase the positive impact.This is the focus of this paper.This article first discusses the basic concept of secondment and the difference between the training and the transfer of training,summed up the characteristics of the general availability of the secondment of the staff of the government agencies in China,the strong randomness,the lower position of seconded personnel,and low sense of belonging;Human resources management studies such as Maslow’s Demand Theory,Dynamic Adaptation Theory,and Nong Matching Theory have been carefully studied to lay a theoretical foundation for this thesis;once again,the history,status quo and development trend of secondments in China have been elaborated,and the Chinese government has been summarized.The staff of the agency seconded the development process,that is,created-flooded-prohibited-effective management;then,combined with the specific circumstances of the X county,the X county government agencies seconded the status quo and the causes and impacts of the analysis,from the secondment of the main,seconded personnel flow,secondment personnel Analyze the current situation of secondment in X County from before and after work comparison,secondment management and other aspects,analyze the reasons for secondment from the perspective of secondment subject and policy system,analyze the impact of secondment from both positive and negative perspectives;Formulate dynamic allocation adjustment mechanism and improve manpower Tube management system,transformation of government functions in four aspects,puts forward ways to achieve a reasonable government staff on secondment.
