With the full liberalization of the two-child policy and the gradual implementation of the delayed retirement policy,the pressure on families to take care of and educate children of infant-toddler will increase.The early education of infant-toddler always focuses on the family and belongs to the category of “private field”.However,with the change in the division of labor in the labor market,problems such as women's employment difficulties,increased family birth costs,infant-toddler care and education pressures,and economic burdens have occurred.Based on a series of research and work pilots,the government advocates the inclusion of infant-toddler early education in the public service sector,and explores the mode of public service provision.As a result,infant-toddler early education has become a public issue.Therefore,based on this,the government as the main provider of public services needs to assume its responsibilities in infant-toddler early education.Based on the concept of responsibility and service-oriented government,the government has explored ways to solve problems.Although the national and local governments have made corresponding efforts in the provision of public services for infant-toddler early education,an empirical investigation of the demand for public services in infant-toddler early education and the analysis of the current supply situation have found that the Chinese government is currently providing public services for infant-toddler early education.There are still problems of lack of responsibility in the supply,mainly reflected in the lack of a perfect service system,lack of specific policies and regulations,insufficient public investment by the government,and lack of government supervision responsibility.Based on this,it is necessary to study the responsibility of the government to undertake the public service of infant-toddler early education,and explore the solution to the balance between supply and demand of public services for infant-toddler early education.This is the inevitable choice for building a responsible government and service-oriented government.First of all,this article is derived from the importance of infant-toddler early education.Based on the social background,it clarifies the responsibility of the government in the supply of public services for infant-toddler,and applies the theory of social contract and the theory of new public service as the theoretical support for this research.Secondly,based on the actual situation of Xi'an,we choose questionnaire survey and interview method to select the infant-toddler and families in urban communities as the object of investigation,and make an empirical research on the demand for public services in infant-toddler early education in communities in Xi'an.It also analyzes the state and the responsibility of Xi'an municipal government in the supply of public services for infant-toddler early education,and describes the lack of government responsibility.Finally,based on the actual needs of the infant-toddler early education public service and the lack of responsibility for the government's public service supply,we propose that the public service function for infant-toddler early education from the four dimensions of system construction,policy supply,financial input and personnel supervision.
