Although the rise of China has become an epoch-making event in this century,the whole world is still confused whether China will develop peacefully.One of the existing researches on the rising powers,the “Power transition theory” put forward by A.F.Kenneth Organsky,gives a negative answer,because in terms of this theory the rising powers will keep accumulating their own powers by optimizing internal factors rather than be satisfied with the status quo of the power structure;the probability of war will increase to the top,once the rising powers' ability is closed to the leading powers'.However,the “Power transition theory”is still fail to forecast wars between the rising and leading powers though Organsky and his supporters has managed to improve it.Instead,this theory reminds two kinds of powers to wage preventive wars for maintaining their own status,which is not only harmful to these great powers but also the whole world.Hence it is imperative to explore a new way for cooperation and power sharing between them.Nevertheless,it is also hard to promote great powers' cooperation as a matter of the status of China-US relations.For multiple considerations,these two countries would rather resort to containment and confrontation than cooperation.As a consequence,the research perspective of this issue should be changed from interaction between the rising and leading powers to the other members of this region.Based on this change,the Power sharing model is an international institution which consists of two national communities with collective voting and mutual balancing as principles.This model replaces the power conflict between two great powers to the balancing relations between two national communities,so as to make decisions of regional events by the whole regional countries and share power.
