| The report of the 19 th National Congress of the Communist Party of China says:"after a long period of effort,socialism with Chinese characteristics has entered a new era,which is a new historical position for the development of our country.Therefore,socialism with Chinese characteristics has entered a new era,which requires us to open up a new situation of party building.The construction of the Party’s basic level organizations is the focus of the Party building work in the new era.Community,as a key basic-level organization,its important function is self-evident.Community Party organization is the core of the Party’s construction at the basic level and play a role as a link.The establishment of community learning-type Party branches is of great significance to play the role of community and promote the development of national governance system.The establishment of learning-type organizations of community party organizations plays an irreplaceable and important role in the following aspects such as: Comprehensively promoting the work of party building in all communities,expanding the coverage of party organizations and the work of the party,giving full play to the progress of the communities,promoting the harmonious development of the communities,and serving the masses and cohesion of people’s will.On the basis of summarizing of the Learning Party Branch’s construction theories,this paper expounds the new requirements of the community learning Party branch in the new era.Taking the X community of Z city as an example,this paper makes an in-depth study of the learning Party branch in the community through empirical research,and puts forward the construction path of the learning party branch in the community in the new era,so as to provide relevant exploration for the establishment of the basic level learning-oriented party organizations in the new era and the development of learning-oriented,service-oriented and innovative basic level Party organizations in China.Starting from the existing research results at home and abroad,this paper sums up the current research situation at home and abroad and define the relevant concepts involved in this paper by combining with the relevant literature,thus forming the theoretical basis for the study of the learning-type Party branch in the new era.Then it designs the questionnaire and interview according to the support theory and conducts field research in Z City X community by making an investigation and analysis on the construction of the learning-type Party branch in this community,and finding out the main problems existing in the establishment of the learning-type Party branch in the community through mathematical statistics and analysis.and then it analyzes the from main reasons for the problem from the two aspects of the Party branch itself and the external circumstances.Finally,based on the theory of correlation,it puts forward a approach to the establishment of community learning party branch in the new era.There are five chapters in this paper.The content of the first chapter are as follows: introduces the background and significance of the research,conducts an literature review of the current research situation of learning organization and learning political party,puts forward the theoretical and methodological tools of this paper,elaborates the research mentality and analyzes the innovation and deficiency of the research.In the second chapter,it firstly defines the core concepts involved in the article,and then analyze the course of the establishment of the learning-type Party branch in the new era,and it mainly conducts the theoretical analysis of the course of the construction thought of the learning type Party branch of the first generation of leader collective in Party,the second generation of leader collective in Party,the third generation of leaders collective in Party,the fourth generation of leaders collective in Party,and the fifth generation of leaders collective with Xi Jinping as the Core after the 18 th National Congress on the establishment of Learning organization in Party branch and discusses the new requirements for the establishment of the learning-oriented Party branch in the new era.In the third chapter,it investigates and analyzes the establishment of learning Party branch in the X community of Z city,finds out the main problems,and analyzes the reasons from the Party branch itself and the external circumstances.In the fourth chapter,it puts forward the way to establish community learning Party branch based on relevant theoretical research..In the fifth chapter,it mainly expounds the conclusion and prospect of this paper.Theoretical study found that in the new era,the construction of learning-oriented Party branch in the new era mainly includes three new new requirements,they are as follows:to deal with the profoundly changing governance environment,to face the continuous integration of the governing resources,to bear the unprecedented ruling task.Through the empirical study of X community in Z City,it finds the main problems in the construction of community learning party branches:(1)Party members lose their faith and lack of service consciousness.(2)The Party branch is passive and loose,and its work is disorderly and inefficient.(3)The Party branch is disordered at will and its operation is not flexible.(4)Party branch internal chaos,the operation mechanism is imperfect.After analyzing the causes of the problems in both self and external aspects,this paper puts forward the following path of the construction of the community learning-type Party branch:(1)to enhance self-learning ability and constantly realizes self-surmounting.(2)Stick the members’ thoughts together and build a shared vision of the team.(3)Expand the learning form and improve the team learning effect.(4)Improving personal Mental Model and promoting the improvement of governance capacity.(5)Train the ability of systematic thinking and create a team with broad vision. |
