Urban Public Pension Institutions Under The Responsibility Of The Government Perspective Positioning Analysis

The public institution, which is in the target population unclear and organizationtype various period, need to be located in order to promote its long-term development.This paper gets a full-scale position to the public institution aging from-“targetgroup”,“service content”,“management form” and “position in the aging system”, bysetting the new public management mode of the government responsibility as thetheoretical foundation, and taking Yutan aging institution and Qinan community as thecase study.After the “golden age”, the traditional public administration pattern has beenquestioned more and more, whose mainstay is Wilson’s political-administrativedichotomy, Weber’s bureaucracy and Taylor’s scientific management theory. The newpublic administration pattern, with its peculiar principle and method, was applied bypublic sectors quickly, until the management was introduced into the public sector in1960s. Each public management research has designed a set of principle system of thenew public administration pattern themselves, including the3P principle which is aquite practical version. In the next, the idea of government responsibility and the3Pprinciple will be applied in the four positions of the public institution aging in thispaper.According to the government responsibility of “government is elected by thepublic, serves the public, and should be responsible to the public”, the governmentshould confirm the target groups of the public aging institutions as the “unattendedand invalid” elderly, and play its “safety net” role. At the same time, to help thegovernment fulfills the “positive government responsibility”, this paper alsoelaborates the social benefit of the elderly, who can maintain the family relationshipand provide the moral model.This paper expounds more on the function and way of the citizen participation onthe positioning of the public service content of the public aging institution. Bygathering the demand of the elderly from Yutan aging institution and Qinancommunity, it concludes the service standard of the institution itself and its peripheralproducts: the demand of the basic aging service, the concerning of the service attitudeand quality, the appropriate fee standards, keeping the past living habits andpersonality and the decreasing of peripheral products charge. To further improve the quality of service, combining with “privatization”principle of “customer first”,“emphasizing performance”,“returning to the helmfunctions”, this paper recommends to operate the public aging institutions by the formof social enterprise and proves its advantage by using the case study of Hetonginstitution. For the dividing of the right of management, the government shouldsupport the social enterprise in terms of funding, and assess the operator by using thebalanced scorecard model.The last principle “partnership”, mainly for public-private field, has been expandto the entire aging system, when it is applied in the position of the public institutionaging. And the paper states the point that the public aging institution should blend intothe integrated aging system which based on the community.
