Research On The Public Service Delivery Of Public Service By State Enterprises

As the mainstay of our national economy,state-owned enterprises play an important role in our socialist economic system.Since the founding of New China,state-owned enterprises have assumed a series of important functions such as ensuring state and social security,stabilizing social and economic development,and improving the people's livelihood.Since China entered the reform and opening up,with the continuous establishment and improvement of the socialist economic system,state-owned enterprises have achieved great results in all aspects of their own reform and development.In order to better adapt to the market and seek long-term development in the face of the new situation at home and abroad,a new round of reforms to further standardize state-owned enterprises has slowly opened up.On November 12,2013,the concept of "public welfare state-owned enterprises" was first clarified at the Third Plenary Session of the 18 th CPC Central Committee.The plenary session passed the "Decision of the CPC Central Committee on Several Major Issues Concerning the Comprehensive Deepening of Reform" and proposed: "The government should More accurately define the functions of different state-owned enterprises.At the same time,more investment should be made in the state capital of public welfare enterprises,so that they can play a greater role and make greater contributions in the provision of public services.On August 24,2015,the Guiding Opinions of the CPC Central Committee and the State Council on Deepening the Reform of State-owned Enterprises put forward clear guiding opinions on the classification reform of state-owned enterprises: "According to the situation of state-owned enterprises,different state-owned enterprises should be classified according to their own circumstances.Dividing.According to the strategic orientation and development goals of state-owned capital,according to the specific role,current situation and development needs of different state-owned enterprises in economic and social development,state-owned enterprises are classified into commercial and public welfare categories."On June 24,2016,the General Office of the Henan Provincial People's Government issued the Guiding Opinions on the Definition and Classification of the Functions of State-owned Enterprises in Henan Province,which divided state-owned enterprises across the province into two categories: commercial and public welfare.At the beginning of 2017,the Henan Provincial Party Committee and the provincial government jointly issued the "Reform Promotion Plan for Provincial Non-Industrial Enterprises in Henan Province",which classified Henan Airport Group as the only state-owned enterprise and classified it as a public welfare state-owned enterprise.The main orientation of enterprises is to ensure the operation of the national economy.We will promote the marketization of public resource allocation,focus on the development of forward-looking strategic industries,and eventually achieve the goal of organic unification of economic and social benefits.Henan airport group is a large state-owned enterprise directly under the people's government of Henan province.It is the manager of Zhengzhou airport.As the first public welfare state-owned enterprise in our province,it has the important duty of providing high quality and efficient public service to the public.Zhengzhou airport is an important business card of opening to the outside world in Henan province and an important open door of the Belt and Road in the central region.It is of extraordinary significance to the opening up of our province and the development of our own economy.On March 7,2013,the planning of the Zhengzhou Airport Economic Comprehensive Experimental Area with Zhengzhou Airport as the core was approved,and the planning and construction of Zhengzhou Airport was officially promoted as a national strategy.Taking Henan Airport Group as an example,taking public service theory as a theoretical tool,this paper reviews the historical development and evolution of the public service provided by Zhengzhou Airport since the founding of New China,using literature research method and historical analysis method.This paper introduces the status quo of the public service provided by Henan Airport Group as a public welfare state-owned enterprise under the background of the classification reform of state-owned enterprises,and points out that it is in the process of providing public service.The reasons for the lack of clarity in the orientation of public welfare state-owned enterprises,the lack of supervision by local governments,the inadequacy of the public service evaluation system,the lack of public service support capacity and the lack of public service awareness have been thoroughly analyzed.The corresponding countermeasures are put forward.On the one hand,we hope to provide some reference and new ideas for the reform of state-owned enterprises,especially the reform of public welfare state-owned enterprises;On the other hand,we hope to provide some suggestions and assistance to Henan Airport Group to realize its transformation into a public welfare state-owned enterprise and provide public services to the society.
