The government white paper means a government document or a public document that's by the state's legislative or administrative organs and specific administrative agencies to explain the state's development status,development results and explain the relevant domestic or international policy.In the last thirty years,China's government white papers' theme and content has expanded.From the focus of the international community come to the international community to introduce its concerns in all fields of China,we actively introduce the development path of the country to the international community,and show the development of the white paper of our government.On the one hand,the government white paper provides a trustworthy way for the public to understand the development policies of various fields and the national development.Also it's the result of the system construction that the people's right to know and improve the participation of the people.On the other hand,the white paper of the government displays the achievements of national development and transparency of development for world and our country.And creates an environment of international public opinion which is more conducive to China's development.The dissertation mainly adopts literature research method,qualitative and quantitative analysis method and comprehensive analysis method.By studying of the government white paper's release time,category and quantity changes,we can make an objective and comprehensive analysis of the role of the white paper in shaping and publicizing the national image.The whole dissertation is composed of introduction,text and conclusion.The introduction part mainly expounds the background of topic selection and research meaning,the status and evaluation of domestic and foreign research,research content,research methods,and the innovation of academic ideas,academic views and research methods.The dissertation is divided into four parts.The first part is an overview of the government's white paper,and introduces its concept,types and characteristics.In addition,the characteristics of the release process of Chinese government white paper are analyzed from the issue of quantity,types and development and changes,which are characterized by stage changes,increasingtrend year by year,extensive theme,rich content,clear role and goal,from passive to active,from single to comprehensive.The second part is the specific introduction and analysis for the Chinese government white paper in the process of shaping and Propaganda the national image.For example,to answer questions,dispel doubts,listen positively,affirm the achievements of the national development,unite the people of all ethnic groups in China,show the new image of China,and enhance the world's understanding of China.The third part reveals and analyzes the problems and shortcomings exposed in the process of shaping and publicizing the national image of our government white paper.The theme and content of the white paper of the government are mostly passive response to the challenge of western public opinion,less number,non continuity of the theme,the conflict of Chinese and Western values,prejudice and discrimination produced by historical and cultural limitations,which are difficult to dominate the international discourse power and limit its effectiveness in the shaping of the national image.The fourth part is the strategy to deal with problems and shortcomings.To adjust the release strategy,from passive stress to active attack,increase the number of release,improve the system structure,the language language must be strict,strictly control the audit procedure,strengthen the dissemination of the Chinese government white paper to the outside world,The most fundamental principle is to consolidate and strengthen the leadership of the party.The conclusion is a summary and supplement to the content of this dissertation.And it is a expectation,that the government's white paper will play a role in shaping and publicizing the national image in the future.
