With the rise of new public management theory in our country.The role of government in China is facing there defined and transformation.The traditional public affairs management has been difficult to adapt to the requirements of today's society And the existence of the special in prison as a government department.It is not only faced with the same problem with other ordinary government departments.At the same time,due to its daily work environment and face the crowd has particularity,also make the personnel management is more complexity and fuzziness of the prison.as the prison layout adjustment,allowances and subsidies for the implementation of the policy,once more applicable environmental assessment methods change with the objective of gradually lost its former utility and even gradually hindered the development of the prison police.so as to identify the prison police work study and develop a scientific rigorous comprehensive performance assessment program is particularly important.The thesis made improvements on the performance appraisal system of prison police,with the concept of entrepreneurship transforming the government under public management paradigm B approach as the guiding ideology,and some advanced enterprise reform ideas as the basis.First of all,chapter one gave an introduction of the research background and significance of the study subject,and then presented a literature review of relevant theories and introduced some research methods adopted at the same time.Chapter two offered a brief introduction of two research paradigms in public management theory,especially relevant theories and tools under B approach.Chapter three presented the profile of C prison performance,and summarized the current performance appraisal situation in C prison and its existing problems.Chapter four elaborated on a necessity and feasibility of improvement for prison performance management under B approach.Chapter five introduced the application of various related management tools in the performance reform of C prison,analyzed parameters and structure of quantitative assessment,and explored quantitative targets decomposition,project collection,checking calculation,assessment indicators,weight allocation,and scoring system at actual specific operational level,thus establishing preliminarily a relatively scientific quantitative assessment process,which improved the performance appraisal system of prison police.Finally,chapter six served as a summary of the performance improvement.
