In recent year,with the spreading of performance assessment system in government sectors,prisons management as well as the overall quality of policemen has been improved during the construction of policemen team in prisons.As the core of performance management,performance assessment plays an important role in shaping a high quality and specialized policemen team of prison in the new era.Serving as the punishment execution unit that initially conducted policemen performance assessment during the“12~thh Five-year Plan”,the prison system of Fujian Province formulated and put the performance assessment management into trial after the 19~thh National Congress of the Communist Party of China.Therefore,through the quantitative assessment,the policemen performance management scientifically proves to be the reflection on the personal development of policemen as well as the maintaining of unit goals.However,due to the situations such as the preference on grass-roots and the ignorance on public organs,the target-less and simple assessment way,the formalized assessment and the insufficient feedbacks on the assessment results,the building of policemen team in prisons is being hindered.In this paper,we believe that,as the important way of team building,the perfecting of performance assessment management and the enhancing of overall development for policemen from different positions will lead to a high-quality and specialized policemen team building maintenance in prisons.Focusing on the prisons system of Fujian Province and taking Ningde Prison as an example,the qualitative analysis,key performance indicator and 360 assessment way are used to conduct research on the current situation of performance assessment system and carry out questions,evaluations,analysis and suggestions through interviews and questionnaires.Meanwhile,the use of performance assessment results is emphasized to provide evidences and supports for the policemen's rewards and punishments,selections and job transfers.Therefore,the incentive function of“giving priority to policemen”is fully played to arouse the enthusiasm of policemen and provide feasible ways in accelerating the normalization of prison policemen's team building.
