| Benefit farmers subsidies,as the name suggests,is the state's support and subsidies for the “peasant,farmer,and rural issues” of rural farmers.The victory of the Nineteenth Congress marked the beginning of a new era in our country and put forward the strategy of rejuvenating the countryside.On February 4,2018,the State promulgated the "Opinions of the Central Committee of the Communist Party of China on Implementing the Strategy for Revitalizing Villages",also known as 2018 "Central Document No.1".The document is an overall plan for promoting rural economy,politics,culture,society,ecology,and party building.Made a full deployment.The document clearly points out that the unfair practices and corruption that infringe on the interests of farmers in areas such as subsidies for benefiting farmers,collective asset management,and land expropriation are strictly regulated.Huinan subsidy is undoubtedly a magic weapon for the implementation of the rural revitalization strategy.It has positive and far-reaching significance for promoting agricultural development,raising farmers' income and living standards,and promoting modern rural construction in the new era.The subsidy to benefit farmers is a concrete manifestation of the party and the country's rural policies.The party Central Committee has always attached great importance to the subsidy work of the Huinong farmers and has spared no effort in investing in the strength and intensity of subsidy funds.The issue of agriculture and rural peasants is a fundamental issue related to the national economy and the people's livelihood.The strength of agriculture is not strong,rural beauty is not beautiful,and rich peasants are not rich,which determines whether our country can achieve modern agriculture.The promulgation and implementation of the Huinong subsidy policy is undoubtedly an important measure for the implementation of the rural revitalization strategy.The state's investment in the subsidy funds for the Huonong farmers is also getting higher and higher.Therefore,we must pay special attention to the subsidy funds management for modern farmers in the development of modern agriculture.From the aspects of system,supervision,rule of law,implementation of policies,etc.,Huinan subsidy fund management is more scientific,more standardized and more reasonable.This article sets out from the background of the national policy of subsidy funds for benefiting farmers,basing on the relevant laws and regulations of Huinong subsidy in Jiangxi Province and the actual management implementation,the subsidy funds for the management of Huinong farmers in Jishui County,Ji'an City,Jiangxi Province areselected as the research object,and the funds for benefiting farmers are selected.The management has elaborated and conducted in-depth discussions on the status quo and problems in the income and expenditure management of Huisong farmers' funds in Jishui County.It pointed out that the implementation of policies in the subsidy funds for Huinong County was insufficient,and the relevant systems for the subsidy of the Huinong farmers were incomplete and supervised.Insufficient efforts,lack of publicity and promotion,informatization are not high,there are issues such as obscure operations in complex project processes.Finally,these problems are put forward to solve the corresponding problems,improve policy implementation,improve the relevant laws and regulations,increase supervision,improve the impact of promotion and publicity,and increase the level of information management to provide a certain solution.This paper tries to combine the practical problems encountered by the authors in their daily work,mainly through a set of scientific research methods,such as literature research methods,historical research methods,comprehensive analysis methods,field investigation methods,and other methods,in order to seek truth from facts Truth-seeking,hoping to help solve practical problems,so that the benefits of subsidies for farmers benefit the people. |
