General Secretary Xi Jinping put forward in the report of the Nineteenth National Congress of the Communist Party of China:" the problems of agriculture,rural areas and problems related to the national economy and the people’s livelihood,and we must always take the problem of "agriculture,rural areas and farmers" as the top priority of the whole party’s work."As a relatively backward area,the border county of Heilongjiang Province occupies the main position in its economic development.Therefore,how to make effective use of agricultural resources and markets and participate in the construction of "Belt and Road" to improve the competitiveness of agricultural products has attracted worldwide attention for speeding up the agricultural development of border counties in Heilongjiang Province.The new type of professional farmer refers to farming as the main work,with agricultural related knowledge and skills,wages Income is mainly obtained through agricultural production and sale of agricultural products,and this income can meet the needs of daily life of new agricultural practitioners.From the current level of agricultural development in border counties of Heilongjiang Province,it is necessary to speed up the cultivation of a group of new professional farmers with higher education level,professional technology,good management and management,and then develop agricultural rural construction,so as to lay a solid human foundation for agricultural modernization.Heilongjiang Province has 18 border counties,accounting for more than half of the country’s 34 border counties.On the whole,the population density is low,and the per capita land resources are abundant The situation.Therefore,the Heilongjiang border county government must make full use of the advantages of land resources and encourage enterprises and social organizations to participate in vocational education and training in order to achieve the great goal of rural revitalization strategy.This paper takes Heilongjiang border county government as the breakthrough point to cultivate new professional farmers.Based on the theory of human capital,public goods,local government role and new public service,this paper defines the basic concepts of border county.new professional farmer and new professional farmer cultivation.Using literature analysis,qualitative analysis,comparative analysis and so on,this paper explores the problems of attaching importance to technology and neglecting quality guidance,insufficient policy support,less channels of capital sources and imperfect examination mechanism in the process of cultivating new professional farmers in Heilongjiang border county government.The reason is that the ideological understanding is not in place and the policy system is not Perfect,fund input system is not perfect,training examination does not attach importance to.Based on the actual situation of the county government in Heilongjiang Province,this paper puts forward the first cultivation laws and regulations,establishes a scientific cultivation system,and forms a comprehensive cultivation policy in three aspects of countermeasures and suggestions,so as to promote the Heilongjiang border county government to cultivate new professional farmers.
