Research On The Reform Of Administrative Examination And Appro Val System In Nanning City Under The Background Of Service-Oriented Government

The administrative examination and approval system of our country was founded at the beginning of New China.With the continuous improvement of the socialist market economic system in China,the excessive control of the traditional administrative examination and approval system has hindered the development of our country's economy,and that also does not conform to the requirements of building a service-oriented government.Therefore,the central and local governments at all levels have been promoting the reform of the administrative examination and approval system,there has been an obvious increase in the reform since 2001,although remarkable results have been achieved,problems are still existing.The reform is a long-term systematic project,so,how to deepen the reform efficiently and rapidly in the context of building a service-oriented government is still the focus of the work of the central and local governments in the future.Based on the relevant theoretical knowledge of building a service-oriented government,the paper studies the problems existing in the reform of administrative examination and approval system in Nanning and puts forward the countermeasures to solve the problems in the context of building the service-oriented government of Nanning.Firstly,the paper studies the related literature about the reform of administrative examination and approval system at home and abroad,and explains the relevant basic concepts,and elaborates the three theoretical basis of this paper:market failure theory states the necessity of the administrative examination and approval system,government regulation theory shows that the government needs to deal with the boundary between the government and the market,new public service theory which puts forward the concept of "service,not the helm" of the government points out the direction for the reform of the administrative examination and approval.The next,the paper puts forward four principles for deepening the reform of administrative examination and approval system in the context of service-oriented government after analyzing the relationship between service-oriented governments and the reform.Then,the course and main practice of the reform of Nanning administrative examination and approval system are combed.,at the same time,the paper points out the problems of the reform of Nanning and analyzes the reasons of the problems based on the studies of the documents and materials of relevant departments,and interviews with relevant personnel,and the views and opinions of the society obtained by questionnaires.Lastly,referring to the experience and innovative practice of administrative examination and approval system reform at home and abroad,the paper puts forward four proposals for deepening the reform of Nanning in the context of building a service-oriented government.
