Research On The Implementation Deviation And Correction Of Targeted Poverty Alleviation Policy

Poverty has always been a concern that the world works for.Since the reform and opening up,China has implemented a series of poverty alleviation and development programs and achieved remarkable results.Targeted poverty alleviation is a new measure of poverty management in China under the new period.Through accurate identification and assistance to households,we can improve the living conditions of the poor,and realizing the effective allocation of poverty alleviation resources and equalization of public services,then laying the foundation for the well-off society.Since the implementation of targeted poverty alleviation,the number of the poor and poor counties has been decreasing,the proportion of poor people has decreased significantly,and the share of return to poverty has continued to decline.However,as targeted poverty alleviation gradually enters a critical period,a large number of human,material,and financial aid models present a lower and lower marginal effect,and targeted poverty alleviation faces serious implementation challenges.In this paper,the research focuses on the analysis of the deviation of national policy implementation from the perspective of governance structure.From the policy implementation framework of the grassroots government system structure and the specific environment of village governance in the process of national targeted poverty alleviation,combined with the specific practice of targeted poverty alleviation in L village.Through the analysis of the policy implementation process and the practicesituation of the policy applied in the village,this paper explains the phenomenon of deviations in the implementation of targeted poverty alleviation policies,and provides strategies and ways to improve the effectiveness of policy implementation.The paper consists of five chapters.The first chapter is the introduction,which mainly elaborates the research background and results of targeted poverty alleviation policy,and establishes the research method and content of this paper on this basis.The second chapter defines the core concepts such as targeted poverty alleviation policy,and puts forward the analytical framework of the paper and its application in this paper combined with dual-track governance.The third chapter is the case introduction.It mainly describes the implementation background,operational mechanism and the implementation of the targeted poverty alleviation policy in the village.It points out that there are implementation deviations in the implementation of the targeted poverty alleviation policy between the grass-roots government and the village.The fourth chapter is based on the dual-track operational logic,explaining the reasons for the deviation of the implementation of the targeted poverty alleviation policy.In the top-down hierarchical track system,the conflict between the pressure-tape system and the bureaucratic block structure leads to the policy implementation subject to choose strategies for self-interest consideration,and eventually causes the policy to deviate from the target.In the bottom-up grassroots autonomous track operation,the formalization of villagers' autonomy and the absence of villagers' subject consciousness make the autonomous track unable to produce effectiveness.It leads to the poor implementation of poverty alleviation policies and cannot to carry out effective supervision and feedback.The fifth chapter is the countermeasure research.Taking the transformation of government functions and cooperative governance as the basis for correcting the implementation bias of the targeted poverty alleviation policy,it proposes corrective measures such as optimizing the government's organizational structure,constructing an effective supervision and incentive mechanism,rebuilding the dominant position of the poor,and guiding the participation of diverse social forces.
