A Study On The Construction Of Deliberative Democracy In Urban Communities

With the continuous progress of economic and social development,the people's awareness of democratic participation and the need to exercise democratic rights are gradually strengthened,and the development foundation of grass-roots democracy is also growing.At the same time,with the continuous improvement of urbanization process,urban community,as the most basic unit of social governance,bears the responsibility of urban management and grass-roots governance,and its function and role are also expanding.Since the 18 th National Congress of the Communist Party of China,the party and the state have paid more and more attention to the construction of socialist deliberative democracy,and put forward further requirements for grassroots deliberative democracy.The construction of urban community deliberative democracy is an important part of grass-roots deliberative democracy in socialist deliberative democracy.Driven by the policies of the party and the state on strengthening urban and rural community consultation,the practice of urban community deliberative democracy is widely carried out in all parts of the country.At present,the research on urban community deliberative democracy is still in the exploratory stage,and many problems need to be improved in the process of practice.On the basis of systematically expounding the theories and researches related to urban community deliberative democracy,this paper reviews the development process of urban community deliberative democracy in China,deeply analyzes the practical cases of community deliberative democracy in Binhu District,Wuxi City,and on this basis,constructs an effective operation mechanism of urban community deliberative democracy.Finally,it points out the current development dilemma of urban community deliberative democracy in China This paper puts forward countermeasures and suggestions.This paper is divided into six parts: the introduction part explains the origin of this study,sorts out the related research results at home and abroad,and expounds the related theories and concept definition of community deliberative democracy.The first chapter combs the development process of urban community deliberative democracy in China and summarizes its four characteristics.The second chapter studies and analyzes the practical exploration of community consultation democracy in Binhu District of Wuxi City,combs the background of carrying out consultation democracy in Binhu District of Wuxi City,summarizes the experience and practice of Binhu District in negotiation issues,negotiation process,negotiation rules,negotiation platform,negotiation unit,negotiation means,etc.,and analyzes the case of consultation democracy in Nanyuan community in detail.In the third chapter,based on the previous research,the effective operation mechanism of urban community consultation democracy is constructed from five aspects: the mechanism of consultation topic generation,the mechanism of consultation subject participation,the mechanism of consultation procedure standardization,the mechanism of consultation mode matching and the mechanism of consultation resource integration.The fourth chapter points out the problems existing in the development of urban community consultation democracy in China and analyzes the reasons from three aspects of government,residents and community.The fifth chapter puts forward the countermeasures and suggestions to optimize the community administration system,strengthen the system construction of community consultation democracy,mobilize the residents' participation consciousness,expand the multiple participation of consultation subjects and improve the ability and quality of community workers.
