A Study On The Dilemma Of Japan's Policy Toward North Korea Under The Condition Of Japan-US Alliance

In recent years,the North Korea issue has always been the focus of attention in the international community,and has become the most complex and uncertain factor in the Northeast Asian security situation.Based on this,Abe regime's policy towards North Korea has become a typical representative of Japan's foreign relations.Through the study of "Abe's policy towards North Korea",we can see that Japan's rotation between countries and be more clear about the position and influence of the "Japan-US alliance" in Japan's foreign relations.First of all,this paper systematically reviews relevant policies from the perspective of time.This paper has grasped the process of Japan's policy towards North Korea since Abe came to power for the second time: from active contact to deadlock and from tough pressure to dialogue nowadays.On the face of it,Abe's cabinet swayed around the "kidnapping issue" and "nuclear issue" and was sometimes soft and sometimes hard.But we can get Abe's political intentions in the swing policy and see its essence of dancing with the US in foreign policy when exploring in depth.Secondly,it will be theoretically demonstrated that the existence of Japan-US alliance has greatly weakened Japan's diplomatic autonomy shown as below.First,as to Japan's policy on the North Korea,Japan's risk of "abandoning" and "implicating" existed simultaneously in Japan-US alliance,and the Abe cabinet has to flinch in the policy towards North Korea.Second,Japan-US alliance and Korea-US alliance coexist.Their geographical location is similar.Korea is also an opponent country of North Korea.Under the coordination of the United States led by the allies,Japan has to face the constraints of "quasi allied countries" in its policy towards North Korea.Third,because Japan is a "abnormal country",the Abe cabinet has known that the alliance will bring Japan a diplomatic dilemma,but in order to normalize Japan and get rid of the post-war system as soon as possible,it is necessary to realize the amendment of constitution by exercising the right of collective self-defense.Thiswill make Japan more dependent on the vicious circle of the United States.In the long run,Abe's regime still aims at normalizing the country.At present,the Abe cabinet is still faced with such a dilemma under the new situation: on the one hand,the scandal is encountered.And on the other hand,the diplomacy with the surrounding countries is cold.Therefore,this paper tries to grasp the essence of Japan's policy towards North Korea through the study on the policy of Japan-US alliance and to analyze the trend of the relations between Japan and North Korea based on the current situation and the views of the academia from both domestic and abroad.
