In reality,the development of cultural industry occupies a very important position in the process of promoting the construction of well-off society in an all-round way.At the same time,this is also an important part of trade union construction.The Shanghai Workers’ Cultural Palace(trade union cultural stadium)is a workers’ school and paradise.After many years of construction,the Shanghai Workers’ Cultural Palace is carrying out the general idea of trade union work.Connecting with the broad masses of workers and safeguarding their spiritual and cultural rights and interests has played an important role.However,the once glorious Shanghai Workers’ Culture Palace has seen a large number of rentals in the tide of the market economy,deviating from the principal responsibility and the main business.In the context of today times,the Workers’ Cultural Palace should be an important part of Shanghai public cultural service system and undertake the public welfare cultural services of the workers and the masses.Only by solving these problems step by step can we promote the cultural function of Shanghai Workers’ Cultural Palace lose its position,restore successfully under the condition of absence,and promote the healthy and sustainable development of the Workers’ Cultural Palace.At present,the Shanghai Workers’ Cultural Palace implements the requirements of the public cultural service institutions,carries out a series of public service restoration work,returns the rentals,perfects the functions,and transforms the public welfare.Due to the fact that many trade union sports and cultural venues are not defined as a public good,financial funds are not guaranteed,and staff salaries are cleaned up after rental,daily operation and maintenance are difficult to sustain.According to the requirements of the Law on the Protection of Public Cultural Services,it is necessary to further clarify the nature of the public welfare of the workers’ cultural palace(club),the nature of the second class of public institutions,and the financial investment,so as to create conditions for the workers’ cultural palace to provide public welfare services.Implementation of protection;clear protection of workers cultural palace brand,to maintain the separate establishment of workers culture palace.How to solve the problem? Through the research of Shanghai Workers’ CulturalPalace for inspiration,and by consulting a large number of documents,the author proposes to promote the local government to classify the Shanghai Workers’ Cultural Palace as a category of public welfare,a second class institution,with financial funds provided by the government.To solve the expenses of workers’ cultural palace personnel and operation and maintenance,and to incorporate construction,maintenance and management funds into the budget of the government at the same level;and to promote the transformation of public welfare,innovation,development,clean-up,and removal of funds that are not in line with the public,public welfare and trade union construction,Rent projects that do not meet the requirements of public welfare institutions,promote integration and development,while insisting on the construction of workers’ cultural palace,strengthen the cooperation with the government public cultural and sports units,complement each other,work hand in hand;To strengthen the role of regional core radiation of workers’ cultural palace,leading and driving the healthy development of development zones,buildings,corporate culture and staff culture in the region.The restoration of public welfare in the cultural palace is not a complete solution to the problem by the trade union.It must rely on the cooperation of the government,culture,finance,organization and other relevant departments in order to achieve results.
