The Research On Commonweal Organization With The Participation Of Social Worker Association

Under the background of social governance pattern of co-construction,co-governance and sharing,the transformation of government functions urges social organizations as the third sector to play an increasingly important role.Although social organizations have ushered in the spring of development,we cannot deny the fact that the current capacity of social organizations in China is far from the reality of assuming the main tasks of social governance.Social organizations,especially the newly-established social organizations,need to be further improved in quality while the number is increasing.In order to improve the service quality of social organizations and help social organizations to grow in a positive environment,China uses the concept and function of "business incubator" for reference to establish the incubator of public organizations,and thinks about the experience mode of incubation and cultivation of public organizations.With the development of practice in many places,non-profit organization incubator provides a series of professional services for social organizations in terms of capital equipment support,information technology guidance and function of linking external resources,which is recognized and supported by local governments,and becomes the primary choice for local governments to help social organizations grow.Nonprofit incubator is the guarantee of sustainable development of social organizations,but the current studies of nonprofit incubator mostly focus on public welfare organization to come up to discuss how to better hatch foster the main body of social organization and ignores the nonprofit incubator efficiency,have to think from the perspective of those hatchings and ignoring the serving hatch.From the practical experience,the successful incubation of the settled organizations depends on the ability level of the providers providing cultivation services.Only the incubator of public organizations with high ability level can provide greater support for the construction of social organization.This thesis intends to explore how the social workers association,as an incubator for public organizations,can play a better role as a service provider in the process of cultivating public organizations.On the social organization innovation service in H city,combined with the internship in H city social organization innovation service base and through the concrete case,the author will apply the professional knowledge learned in social work to the practice.Based on the analysis of interview,literature study,observation and other channels,resource dependence theory,as well as the analysis of organizing life cycle theory,the author will also explore association of social workers to cultivate case-blind service provided by the specific service process.Blind children service,as one of the public welfare organizations in base,faced with lack of venue before in base money,lack of full-time staff,organization registered difficult problems such as insufficiency,the service object,association of social workers for blind children service,analyzing the specific issues of specific services,through one-on-one mentoring service,public welfare competition held,links to external resources and ground equipment to provide way will start-up type blind service successful breeding,thrived in the base of support.Extend from blind service case to base found in public welfare organization cultivating service association of social workers as a base of operations in undertake the mission of the base when there are still many contradictions,such as base can't meet in base of all social organizations on the money demand,lack of capacity evaluation standard to guide the work base,base links to external resources,core activity is not prominent problems,and accordingly puts forward actively build a data exchange platform,strengthen communication,actively carry out outdoor visit activities,develop the core of innovative activities,its capability of providing continuing education,establishing evaluation system of the suggestion.It is hoped that the research in this thesis will be helpful to face up to the problems existing in the social organization innovation service base of H city and provide some reference for the construction of public organization incubator.With the gradual growth of the incubator of public welfare organizations,social work in the new field of excellent fertile soil is constantly promoting social workers,social organizations,the government to cooperate with each other to form a powerful force to promote the development of society.
