The Study Of The Inner-party Supervision Of The Communist Party Of China Since The Reform And Opening Up

Inner-party supervision is an important measure to strengthen the party building.The change of the ruling position has put forward higher requirements and greater tests to the construction of the ruling ability,advanced nature and purity construction of the Communist Party of China.For the ruling Communist Party of China,the effectiveness of inner-party supervision not only concerns the success to the Communist Party of China itself,but also concerns the future and destiny of the Chinese and the nation.Since the reform and opening up forty years ago,the value and significance of inner party supervision has been increasingly prominent.Great progress has been made in the construction of the special supervision institutions within the party,discipline inspection and supervision system,inner-party laws and regulations system,cadre selection and management,etc.The report of the 19 th CPC National Congress pointed out that the current situation of anti-corruption remains severe and complicated,the inner-party supervision is still to be perfected.To continue to strengthen inner-party supervision under the new situation is not only the meaning of comprehensively and strictly managing the party,but also the inevitable requirement of consolidating the ruling foundation of the party and promoting the new great project of party building.This article adopts the method of combining theory with practice,mainly from the following four aspects.The first part is the theoretical outline of the inner-party supervision.This part is the logical starting point for the study of inner-party supervision research.From the concept of "supervision",the normative research on inner-party supervision is carried out and the connotation,characteristics and the origin of the inner-party supervision is expounded in detail,so as to form the overall grasp of inner-party supervision.The second part is the process exploration and experience summary of the inner-party supervision since the reform and opening up.This paper divides the exploration process into four stages: restoration,improvement,innovation and reinforcement.And the experience is summed up as the inner-party supervision should serve the central work of the party,perfecting the system construction,paying attention to the role of specialized supervision institutions,and combining the inner-party supervision with the outside-supervision of the party.The third part is the analysis of the problems and reasons in the practice of inner-party supervision of the Communist Party of China since the reform and opening up.At present,there are still some problems in inner-party supervision,such as a lack of awareness of identification,unsound construction of regulations and systems,unreasonable and uncoordinated systems and procedures.The existence of these problems is the result of the comprehensive transformation of the economic system transformation,the process of political system reform,the lag of social ideological culture and the historical influence of the Soviet Communist Party.The fourth part is the concrete path to further strengthen the inner-party supervision.In view of the problems existing in the practice of inner-party supervision,this paper put forward four ways to strengthen the supervision within the inner-party supervision.Including strengthening the awareness of the party's supervision,perfecting the inner-party laws and regulations,perfecting the structure of the party system and exploring various channels of supervision.
