Research On The Main Problems And Countermeasures Of Chinese Government Data Openness

With the arrival of big data's era,the value potential of data resources has been widely recognized by the governments of all countries.At the same time,the social public's demand for data resources is increasing,and they can not satisfy the information disclosure of the government.Most countries in the world are committed to open government data,in order to make government data resources for the purpose of social and economic development,easy for the public to access and use,and further improve the transparency and governance capacity of government,.As a latecomer country,Chinese government data opening is still in the initial stage.The exploration at both theoretical and practical levels,there is a big gap,there is a big gap with the mature countries with open government data.Based on this,On the premise of clarifying the concept and theoretical basis of government data opening,this paper analyzes the current situation and main problems of Chinese government data opening,and combines the basic experience of foreign government data opening,then puts forward some corresponding countermeasures and suggestions to promote the open development of Chinese government data.This article uses the literature research method and the comparative synthesis method has carried on the research in four parts:The first part summarizes the theoretical basis of government data opening.After defining and discriminating the basic concepts of data,government data,big data,big data era,data opening,government data opening and government information resource sharing,this paper expounds the relevant theoretical basis.The second part mainly elaborates the construction status and main problems of the Chinese government's data opening.From four aspects of legal system,open platform,system mechanism and social participation to generalizes and analyzes the current situation of Chinese government data opening construction,and identifies the main problems and obstacles in our country.The third part summarizes and analyzes the enlightenment of the opening up of foreign government data to our country.Through summarizing and analysiing the process and the construction current situation about government data opening in theUnited States,Japan and India,summed up four experience,including a sound legal environment,a unified open platform,a perfect organizational mechanism and active social participation.It provides reference for our country.The fourth part puts forward the corresponding countermeasures and suggestions in view of the main problems faced by Chinese government data opening and combined with the experience of foreign government data opening.It is suggested that the national level of government data opening strategy should be formulated,and the legal system of government data opening standards and security protection should be perfected;to perfect the function construction of open platform and to improve the quantity and quality of open data;to deep the open consciousness of government personnel,break the fragmentation,and establish and improve the supervision and promotion mechanism of open government datat;to develop public data thinking,encourage participation,and strengthen international cooperation.
