On The Power List System Of China From The Perspective Of Policy Innovation Diffusion

The development of power list system follows a path of“ignited by local government---institutionalized by central government---implemented nationwide”.This paper focuses on the diffusion of power list system from 2013 to 2017 from the perspective of policy innovation diffusion.What is power list system in China?What are the characteristics and mechanisms of its diffusion?What are the factors that affect the diffusion?The research aims to find answers of these questions.First of all,this paper conducts a literature review on policy innovation diffusion and power list system and summarizes existing research findings related to this topic.Secondly,turn to the policy practice and policy papers,there are series of works,including establishing the database about the diffusion among provinces and cities,summarizing the connotation and the diffusion characteristics of power list system,analyzing its diffusion patterns and mechanisms and examining the influence of institutional isomorphism pressure,current problem pressure and resources on the diffusion of power list system in Chinese cities.According to the research,the diffusion of power list system presents a tendency of "undulating slope" at the provincial level and "s-type" at the municipal level from the perspective of time.Besides,from the spatial perspective,the policy spreads from east to west in China,with regional concentration effect and neighboring effect at the same time.As for diffusion mechanisms,there is a mixture of a variety of mechanisms.However,the top-down coercion mechanism dominated.Finally,for influencing factors,the diffusion of power list system in China is affected by institutional isomorphism pressure and economic development level,though there are some differences in different time and different regions.From the regional model,we can see that central pressure has no effect on the diffusion in eastern China,and provincial pressure does not show significant effect in the western region,while the economic development level merely has positive influence in central area.Moreover,from the model of time,in the first half of the diffusion period,the diffusion relates to the level of provincial pressure and economic development positively when it relates to the city class negatively.In the second half of the period,only provincial pressure affects the diffusion.
