Based on public policy diffusion theory,this dissertation takes the adoption of 31 provincial-level government power list systems as the research object,and focuses on two aspects.One is the diffusion process of China's power list system from the dimensions of time and space,i.e.the descriptive analysis of the characteristics of the presentation.Another one is the logistic regression analysis,by which the author uses the relevant panel data from 2005 to 2015 to test and analyze the factors affecting the diffusion of the power list system and the diffusion mechanism.In the first aspect of the study,the distribution normality of the empirical data is verified by the method of goodness-of-fit test to judge the trend of the observed diffusion curve.The results show that from the perspective of time,the diffusion of Chinese power list system is different from both the incremental S-Shaped curve and the policy-outbreak R-Shaped curve,but they show the slowness of the first half and the burst of the latter half.The diffusion has the characteristics of both S-Shaped curve and R-Shaped curve.In terms of spatial dimension,the spread of the power list system is different from the implementation of many policies from the east to the west.The provinces in the eastern,central and western parts of the country are almost simultaneously competing for adoption.The earliest adopted provinces are also distributed in distant regions,indicating that in Information Age,the diffusion of power list system is relatively free from space constraints.In the second aspect of the research,this dissertation summarizes the influencing factors of diffusion through literature review,and explores the causes of the variation in the policy diffusion forms.The empirical analysis shows that the horizontal spontaneous factors including learning,competition and public pressure,and the vertical driving factors including bottom-up policy delivery and top-down policy promotion collectively.The learning and competition between governments have always affected the government's adoption of new policies.The empirical analysis also reveals that the pressure of experts and the media have affected the decision-making of the power list system in each province.However,interaction between higher and lower governments is more important.In summary,this dissertation concludes that the study of the diffusion of the provincial government power list system can provide new ideas and new case for studying policy-outbreak diffusion in the Chinese context,and also accelerate the localization process of policy diffusion theory.
