Research On Perfection Of The Deficiency Of The Standard Of Recycled Water In China

Putting forward along with the construction country under the rule of law concept,the reclaimed water standard system in our country has some disadvantages,both in the legislative system,management mechanism and a higher level of legislative idea,and the current construction of sustainable development of the socialist country under the rule of law.This article is based on the analysis of the forming reason of reclaimed water standard system in China,based on the related legal system of comprehensive more developed countries in the world,further analyzes the architecture,the legislative status quo and the shortage of practice,try to find out the countermeasures of perfecting this system in China.First of all,it is a stage analysis of the concept of China's reclaimed water standard system.It is believed that China's reclaimed water standard system not only plays a role in technical regulation,but also functions as a source of governance.By changing the structure of water resources,China ' s water resources are in short supply.The status has been improved.Secondly,through a large number of typical foreign cases and data,it provides a reference for the improvement of China's renewable water standard system.The analysis of the efficient use of reclaimed water abroad is inseparable from the scientific standard system and the perfect operating system.At the same time,it analyzes the characteristics of each country(region)and finds out that the key reasons for the successful use of recycled water in foreign countries are: a scientific standard system for reclaimed water,sound laws and regulations,a clear responsibilities of the main body,and the role of public participation in the system.Repeatedly,by summarizing the standard system for reclaimed water in our country,we found problems: the imperfection of reclaimed water standards,the absence of legal protection mechanisms,the public's questioning of reclaimed water,and water quality safety itself.The reasons for this are analyzed: the standard system for reclaimed water is not clear,there is no effective reclaimed water detection mechanism,management departments are not uniform,and existing legislation cannot meet the social reality.Finally,ponder the formulation of the reclaimed water standard system,formulate special legislation for reclaimed water,improve the standard system for the use of reclaimed water,further clarify the legal responsibilities,improve the government's promotion and protection mechanism for reclaimed water,strengthen the daily administrative supervision of reclaimed water,and strengthen the environmental responsibility of the company.,And improve the public participation mechanism,so that citizens participate in the process of government decision-making to recommend the efficient use of recycled water.
