Interaction Between Public Opinion And Public Policy From The Perspective Of Political Culture

The public policy issue of the public opinion field belongs to the issue of people's livelihood.It generally belongs to a transient issue,and its life cycle is relatively short.As the problem is solved,the appeal is met,and the public opinion degrades until it disappears.However,over a long period of time,Taiwan's annuity policy has been continuously revised and public opinion has repeatedly appeared.This has become a strange landscape of Taiwan's politics and Taiwan's public opinion.This thesis takes Taiwan's annuity policy as an example.Using the theory of political culture of Almond,we use public opinion and public policy to correspond to the "input" and "output" of the political system respectively.We use big data,and adopt historical research methods,content analysis and text analysis to explore the interrelationships between the output barriers of public policy and public opinion input mechanisms,and discovers the interaction model between public opinion and public policy.The results of this study indicate that the output of public policies depends on public opinion forming consensus of interest and constructing cultural identity.However,in the public opinion field in Taiwan,the formation of such consensus and the construction of identity have been affected by the abnormal party politics.With the opening of political democratization and the formation of political party competition in Taiwan,complying with the needs of voters in order to win votes has become a major consideration in public policy,rather than a correct understanding of the status quo in society.Through a variety of research methods,this study found that the people's reactions triggered by the identification issues in the annuity reform were more intense,and the parties also preferred to voice their opinions on the topic of identity in public opinion;the closer to the election,the higher the share of identity issues.This dissertation reveals the real cause of the prolonged active public policy issues in the public opinion field in Taiwan.
