| In order to explore the interaction between public opinion and public policy,this paper focuses on the "New Economy" policy,researching the change of China’s car-hailing policy,studying the development of the"New Economy" represented by car-hailing service,and finally discovers its competition and conflict with the traditional economy.This psper reveals the characteristics of the emergence and evolution of public opinion issues in this process as well as the law of the generation and change of the“New Economy”policy,thus refining the general pattern of the interaction between public opinion and public policy in"New Economy"field.This paper draws on David Eston’s political system theory,based on the political cycle of“input-conversion-output-feedback”,clarifies the various stages of the change of car-hailing policy,and combines the methods of virtual ethnography to sort out the interaction between public opinion and car-hailing policy at different policy stages.On this basis,using the big data,this paper adopts the research method combining content analysis and text analysis,discusses the communication characteristics of public opinion topics in the development of car-hailing policy,and reveals the mutual effects of public opinion and the change of the car-hailing policy on each other,so as to sum up the regular pattern of the interaction between public opinion and public policy in the"New Economy"field.The results of this paper show that the emergence of the“New Economy”represented by car-hailing service has broken the original equilibrium pattern of the market.The“New Economy”competes with the traditional economy,which has led to the continuous emergence of public opinion issues in related fields,public opinion calls for the management of a new order and new policies,and the“New Economy”policy agenda is established based on this background.In the formulation of the"New Economy" policy,public opinion continues to ferment,reflecting the interests of all parties and affecting the generation of policies.After the"New Economy"policy was formed,with the development of the "New Economy",new public opinion issues were triggered and the,"New Economy"policy was adjusted and optimized.In general,the“New Economy”policy has experienced changes in the three stages of"informal policy stage-policy generation stage-policy optimization stage",and the changes in these stages are inseparable from public opinion.The"New Economy"policy is very important to solving the problems of legitimacy,conflict of interests,public interest,order and out of control derived from the New Economy".This paper finds out that in the different stages of the“New Economy”policy,public opinion issues mainly reflect conflicts of interest at various stages,including interest group conflicts,regulatory interest conflicts and market interest conflicts.In the informal stage,the conflicts between interest groups are particularly prominent.The common interest groups of "New Economy"and those of the traditional economy have direct conflicts due to market competition.During this period,the conflict of regulatory interests between the two sides and the government has also intensified.Both sides have asked the government to carry out reforms and introduce policies that are beneficial to themselves.At this stage,the market interest conflict reflects in the conflict between the interests of the traditional taxi industry and those of consumers,while the industry interests of the“New Economy”and the interests of consumers have reached a certain degree of convergence.In the policy generation stage,the conflicts among interest groups are no longer prominent,and the conflicts of supervision interest are relatively more active.The common interest groups of“New Economy”and the traditional economy exert pressure on the government through other means such as public opinion,trying to influence the revision of public policies;At the optimization stage,market interest conflicts are highlighted,mainly reflected as the conflict between the interests of the“New Economy”industry and those of consumers.The new problems that continue to emerge in the development of the"New Economy" have harmed the interests of consumers,new public opinion issues have emerged,calling for the standardization of the development of the "New Economy".Based on this,Regulatory interest conflicts followed based on this,mainly demonstrated by government’s strengthend supervision and restraint as well as the urged development of standardization of the"New Economy"in order to respond to public opinion demands.Finally,this paper summarizes the general pattern of the interaction between public opinion and public policy in the field of“New Economy”through a case study of the interaction between public opinion and car-hailing policy. |
