A Study On The Social Responsibility Of Civil Servants

Human emotion is the direct driving force of human behavior.civil servants must have moral feelings to respect the interests of the people and the public interest in the exercise of state power and the execution of state official duties for the purpose of serve the people and the public interest.Therefore,to cultivate the social responsibility of civil servants is an important breakthrough point of civil servants' moral cultivation,also the foundation and core of the construction of civil servants' professional ethics.Civil servants play a very important role in national and social life.They should not only carry out state official duties and social governance through exercise state power,but also maintain the implementation of state laws and regulations.Their need to serve the community is an important part of maintaining close ties between public power and the general public.Civil servants must have a high degree of responsibility in the performance of their duties,only in this way,civil servants can do their work proactively and productively,and the people will be satisfied.Therefore,improving the moral responsibility of civil servants is an important part of civil service construction.The public generally recognize the social and moral responsibility of civil servants now,mainly in the following aspects: Service consciousness has been gradually established,responsibility consciousness has been gradually strengthened,business ability has been gradually improved,work efficiency has been improved,and so on,but problems still exist: Some people lack the public servant consciousness and good faith consciousness and so on.This paper analyzes the reasons for the formation of the moral responsibility of civil servants and tries to put forward some suggestions to solve the problems and improve the sense of responsibility of civil servants in the hope that it can be helpful to the cultivation of the moral responsibility of civilservants.The content of this paper includes three major parts: introduction,text and conclusion:The introduction describes the background and significance of this paper,the current research situation at home and abroad,research methods,innovations and shortcomings.The main body of the text is divided into four parts:First,the relationship between government power and civil servant in modern society is analyzed,and the definition of government and civil servant is clarified.In modern society,the efficiency of government power and the administrative efficiency of civil servant are close and inseparable.Secondly,in the course of the research,we affirm the public social responsibility of civil servants,at the same time recognize that the profession itself has the characteristics of earning a living.Thirdly,the author finds out that the lack of sense of responsibility in the civil servants in our country at present,such as: not exercise due diligence;power rent-seeking;public servant consciousness desalination and the behavior of violating administrative procedure,etc.This paper analyzes the causes of the above phenomenon from the social objective level and individual subjective level.In the fourth part,we try to find ways and measures to promote the social responsibility of civil servants through integrate the knowledge learned and sort the papers.Finally,the full text of the summary,we should realize that raising the social responsibility of civil servants is still a complex and long process,and we need to study the moral responsibility of civil servants in depth.Then establish an effective civil service ethics system according to the specific problems,so as to improve the moral quality of civil servants.
