Classification is the foundation of management. No scientificclassification, no scientific management. The classification management ofcivil servants is not only an important basis of modern civil servants system,but also the starting point and foundation of personnel management work.Modern civil servants classification system is established on the basis ofwestern civil servants system. Compared with the western developed countries,the civil servants classification management research in China started late. Atpresent, the theory circle generally believe that the promulgation andimplementation of 《Civil Servant Law》 laid the foundation of China’s civilservants classification management, pointing out the direction and setting thegoal of the classification of civil servants management system. Normally, civilservants classification system in China is based on position classification, alongwith grade classification. Position classification is mainly regarded as aclassification in a transverse direction, which divides civil servants intomanagement, professional technology and administrative law enforcementwhile grade classification divides them into positions of leadership andnon-leadership positions. These two different classification patterns are both vertical in level, which means different positions corresponds to different levels,pointing out a double channel of promotion. The classification management ofcivil servants can not only provide a cheerful career prospect for the individualcivil servant, but also lay an important foundation for the overall qualityimprovement of civil servants. Further more, it is an important policy basis forthe healthy development of civil servants.Although the theoretical framework of classification management of civilservants has been formed, yet it’s far from satisfactory in practice. Since the5000years of official-rank-oriented standard still has a far-reaching influenceon the current society, and the civil servants classification management systemis deficiency, to overcome the official-rank-oriented standard and achieve theprofessionalization and specialization of the civil servants need a long course.The classification management system only has a framework of principles andclears the types of position classification. However, it lucks of explicitstipulations of how to set the sequence, determine the rank and regulate therelationship between job level and rank of each position in the sequence.Therefore, this paper hopes to apply the theoretical knowledge of newpublic management and strategic human resource management to theclassification management of civil servant by analyzing some basic concepts,development history and current problems. This paper especially focuses on theanalysis of the differences of classification of civil servants in managementframework with the enactment of《Provisional Regulations on state civilservants》and 《Civil Servant Law》.Based on the study of some experiences offoreign civil servants’classification system, the paper makes an empiricalanalysis of the substantial data of registration officer system in shanghaiAdministration for industry and commerce. By the way of questionnaire, thepaper collected a lot of advices from front-line staffs on the administrative lawenforcement officials’classified management system, based on the perspective of employee satisfaction,analyzes the problems and deficiencies of China’scivil servant classification management system, and provides some suggestionsand considerations for the development and improvement of China’sclassification management system of civil servants.
