Research On Government Responsibility In Rehabilitation Services Of The Earthquake Disabled

The Wenchuan earthquake in 2008 shocked all over the country and even the whole world because of its great damage,wide impact and heavy losses.The disaster victims are the most heart-wrenching parts among all,as their lives and property safety have suffered a huge threat,and their living environment,social relations and etc.have undergone earth-shaking changes overnight.Earthquake disabled people is a special group.As a result of the earthquake they are changed directly from the normal people to the ones in the vulnerable groups,then,their production and life will have to be greatly changed.It is not a minority of people who were suffered by the Wenchuan Earthquake.Their recovery,the future living conditions are worthy of attention either from the aspect of laws,ethic or emotions and the government should assume certain administrative relief responsibility.After the earthquake,the Party,the state and the government acted quickly and actively,which has been recognized and praised by all circles,and the achievements have been obvious to all.However,there are still some problems in the rehabilitation process of the earthquake disabled population,which highlights the lack of government responsibility and offside,which will make the rehabilitation needs of the earthquake disabled people unable to be effectively realized.Inefficient government;Too much care will bring a burden to the Government and lead to a waste of resources.This paper focuses on this,takes B County as an example,based on the research of government responsibility,from the reality,in order to sort out the type and basis of the responsibility of the government,combined with the actual situation,founds the practical problems,and tries to analyze the root causes of these problems and draw lessons from some effective experience from foreign countries,so as to explore solutions for the thinking,and builds up a "discovery problem-analysis cause of formation-explore countermeasures" logical framework.In the past five years since the first session of the 12 th National people's Congress,the CPC Central Committee has adhered to the people-centered concept of development,put forth efforts to safeguard and improve the people's livelihood,and has successively introduced a number of policies to increase the assistance and support for the disabled.Strengthening rehabilitation services for the disabled.The impact of the Wenchuan earthquake is still new to our memory,we should not simply feel pain,but should experience and sum up after experiencing the pains.The research on the government responsibility of people with disabilities caused by the earthquake can be said to be almost blank,but after the Wenchuan earthquake,there have also been in succession the Ya'an earthquake,the Yushu earthquake,the Ludian earthquake and the Jiuzhaigou earthquake and so on.It is hoped that the research in this paper can be used as a reference and help to fulfill the responsibility of the government in the rehabilitation service of this kind of special disabled people,even the disabled people caused by natural disasters.
