A Study On The Effectiveness Of Provincial People's Congress Budget Supervision

As a national activity,the budget is political in nature.It is a distribution of political power.It is not only a structural check and balance,but also a democratic political process.In China,budget democracy requires the supervision of the National People's Congress,and the implementation of budgetary supervision needs to be relatively effective.Strong budget supervision capabilities and research on the effectiveness of the NPC's budget monitoring can provide support for more effective budget monitoring.In order to explore whether provincial people's congresses have made substantial progress in budget supervision,a study has been conducted on the effectiveness of provincial people's congressional budget monitoring.Through a textual analysis of the work reports of the 31 provincial people's congresses from 2014 to 2017,it was found that the relevant laws and regulations on budget supervision in the area of power security have been further improved,supervision power has been changed,and the scope and depth of supervision has been expanded;in terms of capacity building The capacity of supervisors has been improved,the supervision institutions have been improved,and the supervision methods have been innovated;the public transparency of budgets has been promoted in terms of the restriction mechanism,and participation in budget supervision has been strengthened.With regard to budget supervision,the provincial people's congresses have greatly improved in specific supervision and practice.While affirming the progress of provincial-level people's congressional budget supervision,they also found some deficiencies.Therefore,the proposal of further improving the budget supervision work was put forward in conjunction with provincial supervision practices to provide guidelines for the NPC to better conduct budget supervision.To effectively carry out research on the effectiveness of provincial people's congressional budget supervision,the structure of the article is as follows: The first part is an introduction,which introduces the origin of the topic and its significance,research summary,research ideas,research methods and possible innovations.The second part establishes the criteria for judging the effectiveness of the budget supervision of the people's congresses: the power guarantee,capacity building,and constraint mechanism of the provincial people's congressional budget supervision.The third part is based on the NPC budget supervision effectiveness evaluation criteria,textual analysis of 31 provincial people's congress standing committee's 2014-2017 work report,combing the NPC budget supervision practice in many aspects,and exploring the effectiveness of the NPC budget supervision.The fourth part is to evaluate the effectiveness of the NPC budget supervision from the three criteria.The fifth part proposes the countermeasures for improving the effectiveness of the provincial people's congressional budget supervision.From the work report of the Standing Committee of the Provincial People's Congress 2014-2017,the texts concerned are relatively new.From the provincial people's congressional supervision system of local supervision and supervision,the review of provincial supervision methods,the supervision of work plan changes,and supervision work practices,the construction of the power protection practice has been explored.The following three perspectives are all previously unconcerned.In terms of capacity building practices,an empirical analysis of deputies to the people's congresses was carried out,detailed statistics were provided for supervision professional institutions,and methods and means of supervision were all obtained from the practice of people's congresses.The effectiveness evaluation section and the countermeasures section are closely related to the actual situation and extracted from the provinces' selfevaluations and supervision innovations,which are more in line with the actual situation.Incorporating budget research into the cross-disciplinary study of multiple disciplines,researching budget supervision from the perspective of the practice of the 31 provincial people's congresses may be an innovation.
