| With the rise of the Internet and the decline of traditional petition,petitioners,more often than not,start seeking new networking channels to express their demands and share their ideas and suggestions.Under such circumstance,it is the Internet petition that emerges,the appearance and development of which,to a certain degree,relieves the pressure triggered by traditional petition,throws positive influences on the reform of petition system and prevents and further reconciles the social problems.Nevertheless,the dilemma of fragmentation confronted with the Internet petition is also hindering its further development.This study,based on the comprehensive analysis of relevant researches on traditional petition,Internet petition and corresponding holistic governance,combs in detail relevant basic concepts and theoretical basis.Drawing on the overall situation of the Internet petition during the process of its generation and development,it is faced with such four dilemma of fragmentation as right disposition,institutional norm,information and function.Accordingly,formation mechanism of the fragmentation of the Internet petition will be explored and found based on the careful study on relevant achievements and the actual operation of the Internet petition.It is well commonly acknowledged that the formation of most dilemma is attributed to “one-effect and multi-causes” or “multi-effects and multi-effects”rather than the sample network of “one-cause and one-effect”.Various contributions to the fragmentation of Internet petition have been generalized from the level of concept,institution and mechanism,and further corresponding strategies of holistic governance are put forward with a reference to the theory of holistic governance,which are embodied by the reinforcement of responsibility and the concept of rule by law,the innovation of the structure and procedure of the Internet petition,and optimization of the mechanism of Internet petition. |
