In the contest of China's urbanization and the rapid development of the real estate industry,the property services industry has also boomed.But with the marketization of property services industry,property companies have exposed many problems,and so do property disputes increase.Therefore,it is of vital significance to solve these problems,protect the legitimate rights and interests of property owners and service enterprises,promote the sound development of the property services industry,and maintain social harmony and stability.Based on the statistical analysis of the survey questionnaires of residential property owners and property service companies in Shijiazhuang City,the following issues were summarized: problematic employment generation and selection of property management companies,the uneven qualification of their companies,incomplete corporate governance and insufficient information disclosure;unsound legal protection of the legitimate rights of owners of self-government institutions,government oversight and regulatory relief disorders,etc.Therefore,enterprises should first improve the property services market access system,and regulate the property services business qualification and bidding system.Secondly,in the aspect of improving the management of real estate service enterprises,the provisions on property service fees shall be increased from the legislative level,and the approval,hearing system,and supervision system of property charges shall be improved to clarify the legal procedures for the increase in property service fees.And through relevant legal documents,it is clear that property service companies should undertake more information disclosure obligations.In addition,in the improvement of the rights and interests guarantee system of the owners' self-government organizations,the rights of the owners' conventions and owners' committees should be clearly defined in the legislation,and the owner's sense of self-governance should be cultivated.There should also be government supervision and management efforts to strengthen government supervision and special agencies set up to supervise.Finally,at the legislative level,relevant laws and regulations should be improved,a single law should be developed,public interest litigation should be built to better protect the rights of the owners.
