Practical Research On Implementing River Administrator System In Jiaozuo Section Of The Yellow River

At present,the Yellow River water resources management and protection work is based on the combination of watershed management and regional management.Before the full implementation of the river administrator system,the management of the Yellow River has been "multi-head management".There is a lack of necessary links between different units and departments.With the implementation of the river administrator system,river protection has become an important part of the work of local executive heads.The assessment of the river administrator system has been incorporated into the "one vote veto system",which has promoted the pairing of local executive heads and administrative departments.Great breakthroughs have been made in the control and protection of the Jiaozuo section of the Yellow River.However,in the course of my investigation,I learned that the implementation of the river administrator in Jiaozuo reach of the Yellow River was not perfect,such as the difficulty of restricting the river administrator to perform its duties,the lack of funds for river regulation,the imperfection of the assessment and accountability system,and the imperfection of the public participation mechanism.Through the research and analysis of the problems,I put forward the following suggestions: First,we should use legal means to restrain the river.We should fulfill our duties,speed up legislative work and strengthen law enforcement so as to ensure that there are laws to abide by and laws to govern the river.Second,we need to build a scientific assessment mechanism,formulate an effective monitoring and accountability mechanism,and establish a third-party assessment system from the overall perspective of river health,so that the monitoring and inspection can be carried out in place.Third,we should introduce the market to play the role of diversified governance subjects,establish an ecological compensation mechanism,encourage social capital to participate in the Yellow River governance work,and stimulate innovation vitality.Fourth,we should correctly guide public participation,build effective channels of public participation,give full play to the role of public supervision and media supervision,establish a paid reporting system,encourage the public to play their personal value,and lay a good social foundation for the implementation of the river administrator system.
