With the deepening of the reform of housing commercialization in our country,the housing system of our country is gradually transferred from the single public housing to the private property right.In this context,a large number of homeowners with property rights gradually become the main body of community governance.In the interest of reality,the owners began to demand the protection of their legitimate rights and interests,and the consciousness of democratic participation in public decision-making in the community was gradually awakened and turned into actual participation behavior.Owner autonomy is increasingly becoming the practical need in the grass-roots social governance.The law of China's property and property management regulations determine that the owner's general assembly system is a basic system,which gives the owner the right to autonomy from the legislative perspective.Under the state council issued the "property management regulations" and the local community property management measures are specified by the scope of the owner to items,as well as rules for collective decisions of all the owners need to vote on by the owners' committee,jointly exercise the decision-making power.However in the process of actual operation,due to the owner's participation is low,the actual participation willingness is not high and the traditional way of vote in practice there is a process trival,prolonged,poor operability,low decision-making efficiency,easy to be deprived of voting rights owners,vote easy to be manipulated to tamper with,such as disease,cause public decision-making is difficult to achieve.In view of the above issues,this paper attempts to discuss the participation of community owners in public decision-making in the field of public decision-making,and conducts theoretical and empirical research on the influencing factors of owners'willingness to participate in voting on common issues.First of all,through analysis of the current status of owners' common issues voting,the main dilemmas in the voting of common owners' issues in China are concluded:the owner's autonomy is difficult to achieve,the proportion of the owners' votes fails to meet the required requirements,the traditional voting methods have drawbacks,and the residential special maintenance funds Difficult to use;and for the above dilemma,the analysis concludes that the common dilemma of the owners' issues is mainly concentrated in the two aspects of the owners' willingness to actually participate in the voting and the disadvantages of the traditional voting methods;Then,by referring to domestic and foreign research methods on voting behavior,the theoretical framework of the influencing factors on the willingness of owners to vote on common issues was established;then,the collected questionnaire data was analyzed and processed;finally,nine significant impacts on owners were found for common issues.The factors of the voting intention,namely the age of the community,the establishment of the owner's committee,the degree of community dependency,the degree of residents' contacts,the satisfaction of the owner with the property agency's services,and the satisfaction with the performance of the owner's committee,the owner's veracity of the voting results.Confidence,owner's knowledge of the ownership of home-specific maintenance funds and the knowledge of the right to use these nine factors,and corresponding recommendations for these nine influencing factors,in order to increase the owner's willingness to participate in community common affairs.
