The security cooperation mechanism presents a remarkable "fragmentation" in Southeast Asia,which is embodied in the "diversification","complication" and "disorder-competition"."Mechanisms diversification" refers to the coexistence with three different forms of security cooperation mechanisms in Southeast Asia,which are respectively the United States at the core,ASEAN at the core,and the problem as the core."Mechanisms complication" refers to the complicated situation of mechanisms in Southeast Asia,which are parallel,nesting and overlapping."Mechanisms disorder-competition" means that there is no mutual affiliation between the existing security mechanisms in Southeast Asia and there is no absolute and unified dominant authority.Various security cooperation mechanisms opposite and competition with each other in the aspects of regional cooperation leadership,cooperation types and cooperation concepts."Structure of power"and "diversity of interests" are two important variables that lead to the fragmentation of security cooperation mechanism in Southeast Asia."Structure of power" refers to the comprehensive force contrast relationship of major international political actors under the condition of anarchy of international politics."Diversity of interests" refers to differences in opinions among small and medium-sized countries,which are arising from the share of the costs to security cooperation mechanism among domestic multi-interest actors.This paper according to define and operationalization the concepts of "Structure of power" and"Diversity of interests",in order to construct an analytical framework that explains the reasons for the fragmentation of security cooperation mechanism.The multi-polarization of "Structure of power" is the root cause of fragmentation of the security cooperation mechanism."Diversity of interests" are important intervention variables that affect the fragmentation of the security cooperation mechanism.The multi-polarization of "Structure of power" is manifested in the multi-centralization of security governance and the equalization of the strengths of multiple security governance bodies in Southeast Asia."Diversity of interests" are manifested in different policy options for the South China Sea issue and the dilemmas of political and economic reforms commonly faced by Southeast Asian countries.By sorting out and reviewing the development history of the fragmentation of security cooperation mechanism in Southeast Asia,the paper finds that the fragmentation of security cooperation mechanism will only occur under the conditions of multi-polarization of regional power patterns,and with the deepening of the degree of multi-polarization,the degree of fragmentation of the security cooperation mechanism has been continuously strengthened in Southeast Asia.Diversity of interests have only been able to play a role in the premise of a multi-polarization of the power structure.At the same time,with the increase in diversity of interests,the degree of fragmentation of the security cooperation mechanism has been continuously strengthened in Southeast Asia.The multi-polarity of the global power landscape,geo-economics and strategic importance,and the limitations of the governance capacity of the ASEAN security mechanism are important reasons for the multi-polarization of the power structure in Southeast Asia.ASEAN approach suffer defeat in deals with the actual conflicts of interest and the construction of collective identities in Southeast Asia,the ASEAN security cooperation mechanisms gradually plunged into collective action dilemma and the complicated domestic political environment and division conditions of the ASEAN member states are important reasons for the diversity of interests of Southeast Asian countries.
