Northeast Asia's regional cooperation is lame, the status quo of cooperation among countries that emphasizes "economy and light security" is presented. Its roots are in the core concerns of security among Northeast Asian countries.Under the core concerns of security among Northeast Asian countries, the long-standing security dilemma and lack of consensus on mutual security make it difficult for regional security cooperation to develop in depth. In Northeast Asia regional security cooperation, the state is the core subject of security cooperation. The interaction of subjects has a unique state of development. From the perspective of inter-subjectivity,regional security cooperation in Northeast Asia is governed by a power structure and a hostile or friendly model.Under the influence of these two core variables, regional security cooperation in Northeast Asia is changing from passive to active. How has the development of Northeast Asia regional security cooperation evolved? What intersubjective dilemmas faced by regional security cooperation in Northeast Asia? How to effectively promote regional security cooperation in Northeast Asia in the future?Around these issues, the text of this article includes four parts:The first part is about intersubjectivity and the formation of security cooperation. In the history of philosophy, intersubjectivity has three forms: existence relationship, cognition relationship, and social relationship. It combines the combination of material structure and idea structure to produce safe interaction, and selects the power structure and friendly or hostile mode as the core variables.Under the "strong-strong","strong-weak",and "weak-weak" power structures, the modes of friendship or hostility between countries are different, and the security cooperation formed is different. The second part is the intersubject analysis of Northeast Asian security cooperation.Use the inter-subject analysis framework to specifically analyze Northeast Asian security cooperation.Northeast Asia has experienced multiple changes in "strong and weak" and "strong and strong." The friendly or hostile model between countries is stable, and security cooperation is mainly a master-slave bilateral form.In today's security cooperation, active security cooperation often occurs.Among them, the traditional security agenda is mostly implemented in bilateral form, and multilateral security cooperation is concentrated on non-traditional security agenda.Regional security cooperation has taken different forms at different times, but there is still commonality, that is,security cooperation is dominated by major powers, lacks a common security awareness, and the level of security cooperation is low.The third part is the inter-subject dilemma of regional security cooperation in Northeast Asia.Due to the power structure and the friendly or hostile model, security cooperation between the main body of the Northeast Asian countries today is difficult. The contradiction between the pursuit of power and the self-restraint of power, the unidirectional power and the contradiction between multilateral security cooperation determine the predicament among the leading countries. In the cognitive relationship, differences in identity and cognition between the leading countries and the intractable fear balance in the region cause cognitive dilemmas. There are dilemmas and cognitive dilemmas in the common role of interaction dilemma. It is difficult for participating countries to avoid the disputes between the leading countries in security cooperation, and it is difficult for them to participate in effective cooperation. The fourth part is the possible path to advance security cooperation in Northeast Asia in the future.Opportunities and challenges coexist in Northeast Asia regional security cooperation. In the face of objective power cooperation and conceptual models in Northeast Asia, this article proposes three paths to establish the principle of reciprocity, cultivate cooperative preferences, and build a regional sense of "we" to enhance the common sense of destiny among countries and realize the self-state of Northeast Asia. The transition from security to common security,master-slave security cooperation to proactive security cooperation.
