The nineteenth National Congress of the Communist Party of China pointed out that to improve the cadre achievement assessment mechanism,establishing incentive mechanism,the construction of high-quality professional cadres and prompted the party committees and governments at all levels should set up the correct with the guide,promote the cadres at all levels to establish the correct achievements view,notice from the line promoted use cadres at the grass-roots level,to promote the development to provide strong organization guarantee.Among them,the township level,leading cadres at all levels of the status of leading cadres is more special,influence is the most direct,their image represents the image of the state administrative departments,their work is dealing with people face-to-face,onerous and complex,the party and the government's policies and measures were made by them to execute and implement to the common people.In the management of township level,in the process of leading cadres,party and government departments rely mainly on performance appraisal results strengthen the management of them,so as to inspire them to work hard,strictly implement the various policies,relying on their performance appraisal results to select the outstanding cadres and the rational use of cadres.Therefore,for the construction of practical,accords with the practice of grassroots,comprehensive,objective and scientific township level,the leading cadre evaluation system put forward higher request,in strengthening the construction of grass-roots cadres,improve the whole quality of township and village cadres,strengthen the grassroots cadres clerk starts passion is of great significance.In this paper,on the basis of introduction to the theory of performance appraisal system,in order to XD all level,the leading cadre performance evaluation system and running the actual situation as the object,in appraisal system,evaluation methods,evaluation subject,evaluation cycle results feedback,and use of several parts as the main line,this paper expounds the XD all level,the leading cadre performance evaluation system and run the status quo,combined with a large number of field interviews,questionnaire survey and in-depth analysis of the existing problems and reasons,combined with the actual opinion suggestion,finally put forward the XD all level,the leading cadre performance evaluation system and advice for improvement.Built to adapt to the modernization,consolidate the party's ruling status,maintain local stability,speed up the development of county economy and even the entire national economy to provide strong support organization performance appraisal system.In this paper,six parts are discussed,and the first part describes the research background and significance of the thesis and the research trends at home and abroad.The second part introduces the theoretical basis of performance appraisal and performance appraisal system.The third part elaborates the system construction of the performance appraisal of the leading cadres in the county and township level of XD.The fourth part analyzes the current situation of the performance appraisal system of the cadres in the county and township level of XD.The fifth part analyzes the problems and causes of the performance appraisal system and operation of the leading cadres at township level in XD county.The sixth part discusses the methods of improving the performance appraisal system of the cadres in the county and township level of XD.
