| In recent years,in order to standardize the efficient operation of the government and improve the ability and level of serving the people,governments at all levels are constantly committed to the practical exploration of a fair,open and effective performance appraisal system.The county level is the key link between the preceding and the following,an important foundation for the development of the economy,the protection of the people’s livelihood and the maintenance of stability.But at present,China’s economic development gets into the new normal,reform gets into the deep water area.Especially affected by the epidemic situation of new crown pneumonia,the international situation is becoming more and more complex.As the last kilometer of social governance,the responsibility of grass-roots government is becoming more and more heavy.In order to fully implement superior decision-making arrangements,shape government credibility and improve executive power,promote the modernization of governance system and governance capacity,further standardize the efficient operation of grass-roots governments,and improve the government’s ability to serve people,we must be brave to innovate,establish a fair,objective,scientific and reasonable modern grass-roots government performance appraisal system.Based on literature research,interview and questionnaire survey,this paper systematically combs the research on performance appraisal at home and abroad,according to the theory of objective management,the theory of responsible government and other related theories,Y county as the research object.By analyzing the basic situation of the performance appraisal of the Y county government,principle of the performance appraisal,the object and content of the appraisal,the performance appraisal index system,and the main body,period and method of the appraisal,this paper explains the Y county government performance appraisal organization implementation process.Through in-depth analysis of the current situation of performance appraisal of grass-roots governments through field research and interviews,it is found that there are still some problems in the process of performance appraisal of grass-roots governments,such as unreasonable design of performance appraisal indicators,defects in performance appraisal methods and processes,imperfect performance incentive schemes,imperfect feedback mechanism and inadequate application of performance appraisal techniques.There is an urgent need to optimize it.By studying the optimization of the Y government performance appraisal system,the author thinks that the design of the appraisal index system is the key to the grass-roots government performance appraisal,and the scientific and reasonable design of the index system can realize the planning goal smoothly.At the same time,the backwardness of the technical means of performance appraisal will lead to a great man-made influence on the results of performance appraisal,which can not reflect the objective fairness of the results.Based on this,this paper proposes to reconstruct the key index system of performance appraisal in Y county,and to optimize the design of performance appraisal index by using AHP through multi-round index screening and comparison.And this paper puts forward the concrete implementation measures of performance appraisal system,including constructing multiple examination subject,optimizing the feedback mechanism of appraisal results,using new technology to improve the performance appraisal level and so on.Through the research of this paper,we are committed to the construction of a modern performance appraisal system,smooth communication,strong execution,fair evaluation and open information,and try to improve the grass-roots government performance appraisal ideas.Drawing on the concept of "Internet plus",it is proposed that the government performance appraisal can build the public participation platform and the intelligent platform of performance appraisal by means of information technology,establish a new pattern of grass-roots government performance appraisal based on big data analysis to improve the scientific,accurate and objective performance appraisal. |
