Research On External Supervision Of The Red Cross In The Perspective Of Mechanism Design Theory

In recent years,With the exposure of the China Red Cross's corruption,on the one hand,it has made bad influence on the credibility of the Red Cross system;on the other hand,it will also take the improvement of the China Red Cross's external supervision mechanism into the agenda.As Marx says "The power which lose supervision is bound to corruption",because of the lack of perfect external supervision mechanism,the China Red Cross has lost credibility.Therefore,in order to promote the healthy development of the China Red Cross,this paper will study the external supervision of the China Red Cross.This paper can be divided into four parts:Part one,introduction.Mainly explains the origin and significance of the article.it also mentions the literature review,researching methods,writing framework and the innovation of this paper.Part two,the definition of core concepts and the explanation of the related theory.First is to define the Red Cross,and expound the conotation of external supervision.Secondly,from the theoretical point of view,two theoretical dimensions of mechanism design are transformed,and the interrelations between the two parts are analyzed.Part three,the analysis of the external supervision of the Red Cross in H province.Firstly,the operation process of the external supervision mechanism of the Red Cross in H province is introduced.Secondly,two dimensions of the theory of mechanism design,which are information efficiency and incentive compatibility combined with people's interview and analysis data to find out the operation results and existing problems of the external supervision mechanism of the Red Cross in H province.Part four,discussion of measures to improve the external supervision mechanism of the Red Cross.This part is mainly based on case analysis of part three,Put forward some countermeasures to improve the external supervision mechanism,respectively from the two dimensions:information efficiency and incentive compatibility.In terms of the efficiency of information,it consists of the perfection of information disclosure laws and regulations,the information content and strength of reinforcement,strengthening information construction;In terms of incentive compatibility,it consists of the improvement of the government regulation system,cultivating the social supervision power,and the perfection of relevant laws and regulations.This paper is aimed at trying to build a perfect external supervision mechanism of the Red Cross from the whole process of external supervision.This paper has three innovations,First,there is a new perspective in theoretical analysis.At present,many scholars have studied the external supervision mechanism of non-profit organizations from the perspective of multiple co governance,and advocated the construction of an omni-directional and multi subject external supervision mechanism.This study,based on the information efficiency and incentive compatibility of mechanism design theory,not only tries to build a comprehensive external supervision mechanism,but also tries to analyze the focus and difficulty of external supervision from two dimensions of information efficiency and incentive compatibility of mechanism design theory.Second,the content of the research has been expanded.At present,many scholars have studied the credibility of the Red Cross organization and the development of the Red Cross,and the research on the external supervision mechanism of the Red Cross is very small.In addition,although a number of scholars have studied the supervision mechanism of non-profit organizations,there are few specific non-profit organizations to be analyzed as a case,and the research method is not convincing.The Red Cross is one of the largest non-profit organizations in China,and the research is representative,and it will play a demonstration role for other non-profit organizations.Third,the discussion of countermeasure has the individual's unique opinion.At present,many scholars have proposed to construct an external supervision system composed of government supervision,social supervision and legal supervision,but lack specific operational suggestions on how to build the external supervision system.This paper puts forward an innovative suggestion.The system of public interest litigation is introduced in the supervision,and the people who have no interest in the Red Cross can bring a lawsuit against the illegal activities of the Red Cross,and the "whistle blower" will be given a certain compensation,it can greatly expand the channels of social supervision and improve the enthusiasm of the social power to supervise the Red Cross.
