Research On Government Governance Of Urban Agglomeration In The Middle Reaches Of The Yangtze River In The Perspective Of Scale Reconstruction

After the millennium,the central authorities tried to strengthen the ability to regulate and control the localities,various national regional strategic plans were successively promulgated.However,the general regional strategic planning,like the strategy of the rise of central China,still cannot effectively control and develop the controlled regions at the specific operational level,so the more targeted and operational national regional strategy planning has been formulated and approved.The strategic regions of emerging countries have emerged one after another.National central cities,state-level new districts,and national-level urban agglomerations are the main forms.They eventually formed the new national-regional government governance scale of "central-state regional strategic planning-the national strategic area".It can be said that the national regional strategic planning has become the core government governance behavior under the reconstruction of national governance scale.From the perspective of the macro national development strategy,the new urbanization strategy and the regional coordinated development strategy have all emphasized the main form of the urban agglomeration.The urban agglomeration in the middle reaches of the Yangtze River came into being in this environment.On the one hand,the current administrative hierarchy is still maintained in the national strategic area,for example,the urban agglomeration of the middle reaches of the Yangtze River does not contain all the administrative areas of the Hunan,Hubei and Jiangxi provinces,the rigid scale(administrative region)and the flexible scale(region)are intersected,and their internal scales overlap,for example,the urban agglomeration in the middle reaches of the Yangtze River itself,as a national strategic region,also contains the national strategic region of Wuhan(the national central city),thus creating new governance conflicts and problems.On the other hand,the implementation of specific regional strategic measures and regional public affairs governance relied mainly on local governments.From the current point of view,some local governments focused on "hats" rather than "basics," some actively sought to become national strategic regions while neglecting the effectiveness of governance,some hope to ride on the development of regional integration development and enjoy development results,which has a negative impact on regional "good governance".The urban agglomeration in the middle reaches of the Yangtze River is a product of the central government and local governments promoting the reconstruction of national governance scale.Through top-level design,head of the central government,active participation of the local government and exploring the system construction,this paper argues that a series of government governance behavior in the middle reaches of the Yangtze River promotes regional integration and helps to achieve regional strategic objectives.However,at present,the "big city disease" in the leading cities in the middle reaches of the Yangtze River is outstanding,and there is a big gap between the internal development of the region.The overall level of integrated development is at the medium to low level,and there is a big gap with the well-known urban agglomerations.The study finds that the reasons for the limited government governance in the middle reaches of the Yangtze River are not only due to social and economic reasons,but also due to the lack of central government regional strategic planning,lack of local government leadership and cooperation systems,lack of participation of multiple governance entities,and inadequate implementation of governance responsibilities.At present,the academic circles pay less attention to the urban agglomeration,especially the urban agglomeration government governance research;more attention is paid to the world famous urban agglomeration,less research on the urban agglomeration in the central and western regions of our country;more emphasis is placed on the cooperation between local governments and less exploration on other aspects.This paper,combining the political requirements of the central government to strengthen the unified leadership and the intensive national strategic regional planning,introduces the theory of scale reconstruction,indicating that China is experiencing the reconstruction of the national governance scale,and highlights the important status of the government governance in the urban agglomeration.In this paper,the government governance practice of the middle reaches of the Yangtze River is analyzed,and the results of government governance are expressed by the social network analysis.The achievements and problems of government governance in the middle reaches of the Yangtze River are objectively recognized,and the reasons for restricting the effectiveness of government governance are obtained.In order to further improve the effectiveness of government governance and promote the integrated development in the middle reaches of the Yangtze River,it is necessary to improve the regional strategic planning of the central government,to innovate the cooperation system and mechanism of local government,to strengthen the participation of the main body of multiple governance and to coordinate the governance responsibility of the urban agglomeration.
