| Since the reform and opening up,China attaches great importance to poverty alleviation,precision poverty reduction has become a major strategic task in the 13th Five-Year Plan period.With the continuous expansion of the intensity and scope of the implementation of precision poverty alleviation in our country,the corruption problem in grass-roots governance has become increasingly prominent,showing the characteristics of micro,wide,close,more and more hidden cases,multiple cases,and so on,which not only seriously infringes the fundamental interests of the poor groups,but also it has an adverse effect on the political ecological environment at the grass-roots level.The practice of public management at home and abroad shows the problem of corruption are the pollution to the government construction and the focus of effective management of corruption is to strengthen the prevention of corruption risk.From the perspective of mechanism design,the main reason for corruption in accurate poverty alleviation is that it ignores the function of information efficiency and incentive compatibility.Therefore,to study the problem of corruption prevention in precision poverty alleviation from this perspective is helpful to provide a new academic perspective,to expose the nature of corruption in precision poverty alleviation,and to put forward effective measures to prevent corruption.It provides an effective way to prevent corruption in the process of precision poverty alleviation in China.In this paper,189 cases of corruption in the process of precision poverty alleviation are selected,and the case base is established.Starting from the perspective of mechanism design,guided by prominent problems,through case analysis,statistical analysis and questionnaire survey,the nature,characteristics,types and causes of corruption in precision poverty alleviation are deeply analyzed,and the preventive countermeasures of corruption in the process of precision poverty alleviation are discussed.The framework of this thesis is as follows:The first part is the introduction.It mainly discusses the background and significance of the research,the research status at home and abroad,the research methods and innovations of this paper.The second part is the definition of the core concept and the overview of the theoretical basis.It mainly defines the relevant core concepts of corruption prevention in precision poverty alleviation,and analyzes the compatibility between mechanism design and precision poverty alleviation corruption prevention and gives a summary of precision poverty alleviation thought of Jinping Xi.The third part is the design of the research program and the analysis of sample data.According to the definition of sample selection,the sample that meets the requirements of the study is selected,the case base is established,the dimensional system is designed and the list of multi-dimension fact table is drawn up,to analyze the input data.The fourth part is the further discussion and analysis of specific cases and questionnaires.Through the concrete cases and data analysis results,combined with the questionnaire survey in y county of H province,the essence,types,characteristics and causes of corruption in the process of accurate poverty alleviation are discussed and analyzed further.The fifth part is the preventive measures and suggestions for corruption.From the perspective of mechanism design theory,from the aspects of information efficiency and incentive compatibility,the paper puts forward preventive counter measures and suggestions on corruption in the process of accurate poverty alleviation.The innovations of this paper are:Firstly,the field of study extends to the prevention of micro-corruption.By consulting and combing the relevant literature,the current academic circles in our country have relatively few research on corruption in the process of precision poverty alleviation,and the research on corruption prevention in this field has not been paid enough attention to.At present,no scholars have explored the problem of corruption in the field of precision poverty reduction from the perspective of mechanism design.Therefore,the quantitative analysis of micro-corruption in precision poverty alleviation based on mechanism design is helpful to put forward scientific and reasonable preventive measures of corruption from a new perspective.Secondly,it pays attention to the organic combination of normative research and empirical research.Based on the database model,this paper constructs a multi-dimension"Fact table" of the corruption cases of precision poverty reduction based on four primary indicators such as basic information on corrupt personnel,information on the occurrence of corruption,information on facts of corruption,information on punishment and fifteen secondary indicators,by coding and extracting the information and data from the case,the statistical analysis is carried out by the data input software,and the essence,types,characteristics and causes of the problem of precision poverty alleviation corruption in China are summarized.The comprehensive application of normative research and empirical research is helpful to provide a new research method for the prevention of corruption in the process of precision poverty alleviationThirdly,put forward the measures and suggestions with original views.Based on the perspective of mechanism design,this paper puts forward some preventive measures and suggestions from the two aspects of information efficiency and incentive compatibility,such as the openness of grass-roots governance,the accurate sunshine management of poverty alleviation funds,the implementation of rapid response of grassroots cadres'public opinion and the implementation of the annual income declaration of grassroots cadres on information efficiency,and reform of the-compensatio system of grass-roots organization cadres,improvement of the performance appraisal system of grass-roots organization cadres,and construction of the omni-directional power supervision system of precision poverty alleviation. |
