The Appearances And Causes Of Micro-corruption In The Field Of Precision Poverty Alleviation And The Methods To Prevent It

Corruption is a cancer that affects economic and social development.Micro-corruption rooted in the field of precision poverty alleviation has a more adverse impact on the development of a country's society.In order to successfully complete the major political tasks of poverty alleviation and the successful completion of the “Two Centenary Goals”,we must manage the micro-corruption problem in the field of poverty alleviation.This paper takes the micro-corruption phenomenon in the field of precision poverty alleviation as the research object,systematically sorts out the research on corruption at home and abroad,and points out that micro-corruption is the hotspot of current academic research.Domestic micro-corruption mainly focuses on definition,characteristics and reasons.The analysis and research methods are mainly based on qualitative research.This paper takes the corruption problem in the process of precision poverty alleviation as the starting point,and systematically studies the problem of precison poverty alleviation and corruption based on the research of corruption governance at home and abroad.The article starts from the concepts of poverty alleviation,precision poverty alleviation and microcorruption,and takes the theory of rent-seeking theory,information asymmetry and power restriction as the theoretical basis.This paper collects 378 typical cases of corruption in the field of poverty alleviation from the website of the Central Commission for Discipline Inspection,and builds a case base.Content analysis uses NVivo 11 plus qualitative analysis software.Through layer-by-layer coding,the three choice codes of corrupt subject,corrupt behavior and corruption punishment are finally obtained.These three choice codes are used to analyze the appearances of micro-corruption.From the typical appearances to extract the influencing factors,a three-dimensional analysis framework for micro-corrosion in the field of precision poverty alleviation was constructed.Use this analysis framework to analyze the causes of micro-corruption in the field of poverty alleviation and study how to prevent micro-corruption in the field of poverty alleviation.This paper draws conclusions through research.In the dimension of corruption subject,the micro-corruption appearances in three aspects,firstly the main body of corruption is the village cadre;secondly Collective Corruption is frequent;lastly corruption is mainly concentrated in the poverty alleviation office,civil affairs,and agricultural departments.The cause of micro-corruption lies in the influence of bad traditional culture and lacks of the construction of grassroots cadres.In the dimension of corruption behavior,the pattern shows that there are various forms and rich means of corruption.Among them,poverty alleviation funds are high-risk areas,and corruption occurs mostly in the stage of accurate identification.The main means of micro-corruption are corruption,dereliction of duty,preferential treatment of relatives and friends,take bribes,illegal charges,misappropriation of poverty alleviation funds,and materials.Corruption is mainly caused by imperfect primary level poverty alleviation work and supervision mechanism.In the dimension of punishment,the pattern is characterized by disciplinary punishment,which is not matched with the facts of corruption,and the cadres are less blamed.The causes include that the anti-corruption laws are not perfect,the punishment for micro-corruption is lack of pertinence,and punishment is weak power,lacking of deterrence.Finally,on the issue of prevention and control of micro-corruption,based on the three dimensions of analysis,it is proposed a series of prevention and control measures to construct an effective mechanism of “can not corrupt,dare not corrupt,and don't want to corrupt”,such as to build a primary level honest government culture,strengthen the construction of primary level poverty alleviation cadres,optimize the primary level poverty alleviation work mechanism,improve the supervision mechanism.Only by managing the problem of micro-corruption in the field of poverty alleviation and letting the poverty alleviation work return to the right track can we achieve the goal of comprehensive poverty alleviation and build a well-off society.
