Research On The Identification Deviation For The Poverty Householdin Precision Poverty Alleviation

With the constant improvement of the system for taking targeted measures to help people lift themselves out of poverty,poverty alleviation in China has made remarkable achievements.Taking the accurate identification of the poverty household is the premise and guarantee for the implementation of the national targeted measures to poverty alleviation policy,However,the inaccurate identification for the poverty household still exists in the local practice.One reason lies in the constantly improved poverty alleviation standards,and the other is due to the contention from the villagers for poverty alleviation resources.Therefore,it is an important task to explore the identification deviation of the current poverty household.This paper takes H village in Hubei province as an example.Based on the survey of H village,we found,in the first round identification,village cadres prioritized the identification of village elites as the poverty households,and there were competitions among the villagers to be the poverty and the relationships of social acquaintances in villages.That’s because the village elite had information advantage to form the cadresbased social relationship of acquaintances,which weakened the formal identification standards,and the superior government lacked a strong assessment mechanism and restraint on the village cadres.While in the second round of identification,cadres stationed at the village failed to carry out thorough investigation and even gave silent consent to those behaviors of village cadres.The general reason was that the cadres stationed at village was at an informational disadvantage.The assessment and incentive mechanism of cadres stationed at village led them to affirm anti-poverty household as the poverty household more easily.The village cadres formed a close relationship with the cadres stationed at village which led to the identification process in accordance with the standard process becoming an informal operation process.According to the case analysis,it is concluded that the reasons for the identification bias of poor households are the unequal access to poverty alleviation information,the formation of a network of village acquaintances and the incomplete incentive assessment mechanism.Thus,the author proposes countermeasures such as refining the identification criteria,strengthening information sharing,improving the supervision mechanism,and strengthening publicity and education.
