Research On New Developments In Security Cooperation Mechanisms In The Asia-Pacific Region

In the new century,the Asia-Pacific region has become the most economically vibrant region in the world.The security situation in the Asia-Pacific region has remained basically stable,and peace and development have always been the main theme in the region.The economic development in the region is booming,and regional cooperation follows the principles of “equality and mutual benefit” and “multiple openness”.The multilateral security cooperation mechanism has also been gradually improved.At the same time,the Asia-Pacific region still faces many uncertainties and uncertainties.The Korean Peninsula issue is complex and sensitive,and territorial sovereignty and maritime rights disputes continue to ferment.Southeast Asia is even known as the “Balkan of Asia”.Since the 1990 s,the security cooperation mechanism in the Asia-Pacific region has been developing vigorously under the prevailing concept of cooperative security.In view of this,at the level of traditional official mechanism,this paper chooses three conference mechanisms: the ASEAN Regional Forum,the ASEAN Defense Ministers(Expanded)Conference and the ASEAN CITIC Conference.At the level of new nonofficial mechanism,this paper chooses two mechanisms,Shangri-La Dialogue Conference and Beijing Xiangshan Forum,which are five mechanisms as research topics.In the first chapter,the definition of "cooperative security","regional security" and "Asian security concept" put forward by China are clarified from the perspective of conceptual framework.The second chapter mainly discusses the origin,operation mechanism and main development direction of ASEAN Regional Forum in recent years.Chapter three focuses on the development of ASCIC in recent years.Chapter IV discusses the main work and recent trends of the ASEAN Conference of Defense Ministers and the ASEAN Expanded Conference of Defense Ministers,the most important defense and security dialogue in the Asia-Pacific region in recent years.Chapter 5 briefly introduces the progress of the multilateral security dialogue mechanism on track 2 in the Asia-Pacific region,and mainly introduces the Beijing Xiangshan Forum.Chapter 6 combs and summarizes the relevant situation.After research,this paper holds that in recent years,the security cooperation mechanism in the Asia-Pacific region has made great progress in mechanism construction and representation expansion,which has contributed to the elimination of conflicts,the expansion of consensus and the enhancement of cooperation among relevant countries in the Asia-Pacific region.However,due to the particularity of the Asia-Pacific region and the immaturity of relevant mechanisms,these mechanisms are still facing more risks and challenges in the future development.We are cautiously optimistic about the overall construction of security cooperation in the Asia-Pacific region.
