The Possibility Of Farmers' Cooperation Under The Background Of Rural Transformation

Farmers' cooperation is an important topic of the "three rural issues" academic research.It is recognized that farmers' cooperation is one of the key mechanisms for building a beautiful country and promoting rural revitalization by the academic community.In this paper,through the participatory observation and field investigation,with the case study of road developing at S village,we expect to demonstrate how the farmers' cooperation is achieved on the basis of the dynamic description of its road repair process.In this paper,farmers' cooperation in the case is divided into three stages:motion,development and extension,then we reflect on the sources of internal drive,the formation and promoting mechanism of the external force,and the accumulation of social capital in the cooperation of farmers.S village road construction experienced the first failure and the second success,in the observation from "failure" to "success",this paper finds that the village trust pattern brought by the rural transformation,especially the establishment of village cadres'authority,as well as the new evolution of the social difference pattern of the original acquaintances,makes the possible cooperation of the farmers have a sufficient accumulation of early social capital.Among them,the villagers' demand for public goods will stimulate the enthusiasm of the farmers to participate in the cooperation.The authority of the village cadres and the establishment of the trust relationship between the villagers and the villages make the demand for the supply of the atomized public goods transformed into the common demand through the democratic mechanism and the village public opinion,thus stimulating the cooperation motivation.This article observes that the village elites represented by the village branch led the whole process of S village road repair,and the peasant cooperation was carried out in an orderly way along with the road repair process.From the opportunity of cooperation motion to cooperate formally,village cadres use themselves as the bridge between the government and the villagers,choose to declare road repair projects,strive for financial support to the government departments,and succeed in the project.The success of the project and the financial support that followed have been used by the village elite as a "speech" to mobilize farmers to participate in cooperation and to "incite" the enthusiasm of the farmers,thus activating the common direction of the farmers' cooperation,forming the common desire to repair the road in the villagers and the common will to be "out of money" and "out of force"together.The subsequent establishment of the road repair Council and its activities,through the form of organization to promote the cooperation of farmers,shape the formal authority and internal forces of cooperation,the classification involved in the low insurance,urban personnel,rich families and married women and other four groups of villagers to participate in cooperation,the integration of the security cooperation reached the local common.Selective incentives such as knowledge,public opinion and so on.In raising funds for roads,we use both the apportionment measures and the village moral evaluation carriers,such as merit and merit tablet,to encourage farmers to invest in cooperation.After the repair of the asphalt road in the village of S,the collective and individual economy of the village has been rapidly developed,the quality of life and happiness of the villagers are increasing,and the experience of cooperation in the course of road repair has changed the villagers' Apathy attitude towards the village politics and public affairs,making it a normal to actively participate in public affairs.At the end of the paper,we use the analysis framework of interest,village elite and village relationship network to reflect on the mechanism of farmers' cooperation reflected in the case of S village.This article holds that interest is the prerequisite for farmers to participate in cooperation.Common interests are the internal driving force of farmers'cooperation.For example,the villagers' committee can enhance the legitimacy of the authority.The villagers' participation in cooperative road repair can not only improve its prestige and avoid being isolated.In the process of cooperation,the economic elites,political elites and social elites can benefit from the cooperation.With different advantages,play the leading role,become the external driving force of the farmers'cooperation.Once the cooperation of the specific public affairs project is reached,the follow-up influence will not stop with the completion of the project,and the village relations network will still be rammed,and the attitude of the village people to participate in the public affairs will change.The case study in this paper has the inspiration that the farmer is not a simple economic person,but a social person,with a certain ability to cooperate,only by stimulating the common needs of endogenous and perfecting the cooperative mechanism,as well as the full respect for the expression of the farmers'willingness,cultivation and introduction of Xinxiang sages and the construction of the mutual network of villages.To optimize the means of mobilization,to expand the scope of participation and to expand the channel for the rising of the village elite,and with the support of national policies and financial funds,can the peasants develop their independent cooperation and realize the construction of public facilities in villages and the "good governance" of public affairs.
