Research On The Influence Of Farmers' Professional Cooperatives On Village Governance

The development and stability of rural areas are related to the overall situation of China's development and the key link in building a well-off society in an all-round way.Rural governance is an important way to achieve rural economic development,farmers' living and work,and rural cultural prosperity,and ultimately to the revitalization of the countryside.But from the perspective of the current development of rural areas,since the implementation of the household contract responsibility system in rural areas,the rural economy has made rapid progress,and the living standard of farmers has also undergone tremendous changes.However,with the gradual deepening of the reform of the market economy and the rapid progress of rural productivity,new problems have emerged in village governance.On the one hand,the phenomenon of rural collective economy is widespread.The village collective economic weakness to the village committee in the village governance and incapable of action for the construction of the village committee,can not function effectively,the leadership has been questioned.On the other hand,the township government the village committee as an extension of their own institutions,administrative trend increasingly significant Pan Village committee.The village committee of the pan-the relationship between the villagers and the increasingly alienated,the village committee governance authority gradually decreased,showing the villagers on the village to carry out various activities indifferent or positive or negative coping attitude.With the development of economy and society,the development of rural society is badly in need of cooperation among farmers.Meanwhile,farmers' sense of cooperation is also gradually enhancing.During this period,farmers' professional cooperatives are responding to this need.The farmer cooperative organization of farmers' professional cooperatives as a new endogenous in the rural society,deeply embedded in the rural society,bear part of the rural economic and social development,strengthen the village infrastructure construction,gradually influence and change the rural political and economic structure,plays an indispensable role in the village governance,it provides the possibility for good governance.The development of farmer cooperatives both for the urgent need to enhance governance capability,to reshape its authority of the village committee,still eager to need to increase revenue and economic development of the villagers have very strong attraction.Through the specific analysis and comparison of the three cases,the article explores the specific influence of the farmers' professional cooperatives to the village governance in different aspects.Three kinds of development forms of "village and cooperation overlap","limited dominant" and "village and cooperation separation" are summed up.To explore the impact of the development of cooperatives on village governance under the organization of various types of cooperatives,what changes will happen in village governance under the influence of cooperatives.Under the " village and cooperation overlaps " development way,the village governance has made the comprehensive change in the economic,social,political and so on.Under the "limited leading" development mode,the village governance has made certain progress in the economic aspect,and the political democracy has been improved to a certain extent.Under the " village and cooperation separation" development mode,the village public welfare has been improved to a certain extent.Through this cooperative organization,the village resources are fully utilized,the villagers maintain a positive and optimistic attitude on the development of village,village governance authority is being reshaped,the enthusiasm of the villagers to participate in village construction is greatly improved,and the infrastructure of village has been greatly improved.The selected cases are enlightening to many villages with poor collective economy and difficult development.However,there are also some negative factors in the influence of village embeddedness,which cause a series of problems,such as unclear property rights,unclear powers and responsibilities,administrative dependence and vague operation scope of cooperatives.Therefore,in order to promote the village governance to achieve good development,it is necessary to consider the internal factors of development of cooperatives and village governance and external environmental factors,mobilize the cooperatives,the government and the market,multi subject cooperative governance development,promote the village governance achieve good governance.
